Heh, my players noticed that before I did, I house-ruled that immediately.  I wish I remember some of the jokes so I could post them here.  Something about needing a monocle licence.

You can't just be that dapper.  Can you imagine what the world would be like if we had people running around being gentlemanly and proper without any kind of restrictions?

Its more like the single eye HUD option on Mass Effect 2 + 3 rather than full helmet.
Think of google glass but the screen is longer and covers more of your eye/face

Early sci-fi from the 1940s and 50s by E.E. "Doc" Smith.

Corny as hell, but still popular enough to spawn more than a few anime which got recobbled together into something for the western market.

Someone on /r/shadowrun came up with the idea that maybe the reason monocles are restricted is because mages can use a monocle to see AR/VR and the real world to cast spells at the same time. So its kind of a way to control hacker mages, or just stick it to them. I could see propaganda to make that law. "Not only can mages set you on fire by just looking at you, they can also hack in to your commlink and steal all your bank account information. We need to do something about the widespread abuse of awaken hackers."
