Title: Character Respec's?

So, I know I saw it at one point, but I cannot find it now.  What are the rules on character repspec's? 

Example: 
A guy in my group played in 5 Missions at GenCon.  So he's got about 35 karma under his belt (more since he did man of the people actions). 
He realized that he spend 3 or 4 skillspoints from Chargen buying level 1 skills. that's just silly.  for 2 karma, it's better to karma-buy Pilot Ground Craft as a Mage, and spend the skillpoint on Spellcasting (currently 4, want's 5).
Now, if it weren't for missions, I would say, "Bro, go fix that drek!"  But this is missions....  It's Okay to do that right?  Like once within a month or a few games?

I could have sworn I saw that somewhere, but can't find it off the top of my head.

Edit:  I should point out that he hasn't spend Karma yet, just earned karma.  So really, I don't see a problem with him doing this.

To my knowledge the deal with changing characters was if someone played one of the sample characters first that they could, after the first run, transfer karma and nuyen earned to one they made themselves.

I think that if there's a rules change that directly impacts a build a respec can be allowed (I believe that was the case for the MysAds from Origins, or at least that that's the direction Bull was leaning in).

As for the issue at hand, if he likes the character,having maximal karma efficiency isn't really all that necessary (especially if the rest of your group is 35 Karma behind). In terms of efficiency for skills there are a lot of builds where low level skills are the last thing you want to be spending karma on, so taking a few 1 may make sense. As a for instance at 35 karma you're looking at the jump from 6 to 7 in a primary skill (unavailable at chargen) so it may very well be better - even if technically less karma efficient- to have grabbed those points at chargen rather than delaying the big jump of increasing a max skill, initiating or submerging.

All4 and Crunch are both right. You can play a pregen and still get a debriefing log for that mod and apply it to the character you then make (though I think that is a one time thing) and you can "fix" things that get errata but there are rules for how to do so and under what circumstances.
