Has there seriously been nothing done with the CSA since 1st and 2nd edition? Have I missed it somewhere?

There's been a fair bit going on since then, but it's usually only mentioned as a small blurb here and there.  Much like the "rampant racism" was mostly from bureaucrats who've since lost their jobs once it was proven they were responsible for it.  The CSA is working on a submersible fleet which can partially counter the Corporate Court's advantage in holding the orbitals.  Thor Shots are great for ground and surface targets, not so much if you're submerged, though.

Let's not forget, their EPA is used as a blunt instrument for the rest of their intelligence services to get access to extraterritorial land within the CSA.

Shadows of North America has a chapter on it in 2062.
Sixth World Almanac has an entry for 2072.
Dirty Tricks has a whole chapter on it in 2074.
Storm Front has multiple references to it and is the most current book.

Interesting you mention naval power.  The CSA got Norfolk in the breakup of America, which is (or at least was at the time) the largest naval base in the world, the location of two shipyards (one civilian at Newport News, one Military) and the largest year round ice free port on the East Coast.  At one point I was working on a Shadowrun campaign for the Hampton Roads area, but alas it never came to pass, still, there are alot of interesting real world elements in the area that would make for interesting game opportunities.

The CAS is sort of the SR sandbox for North Am GM's - it was treated as a semi-covered area in 1ed and then 2ed had some on it, mostly New Orleans from Smuggler Havens and some overview chapters.

I always thought of the official coverage of the CAS as a mix of the developers not being familiar with the states that became the CAS and their desire to allow a semi-familiar place for GM's to develop on their own without conflicting with existing lore.

Had a similar idea.  Though when I gave it some serious thought, I realized a couple things.

1)  There is no way that the Army, Navy, Air Force or Marines(who all have bases in the area) are going to be happy with any extraterritorial entity around.

2)  All four branches have military hardware.

3) Shaddowrunners love military hardware.

4) Shadowrunners are completely deniable, and are willing to be paid in a mixture of weapons and cash.

5) ERLA is probably loving watching the military and shadowrunners do their job for them.

Do you plan on shooting down the moon?

Though that said I can certainly see a lot of nations and corps that would love to have really, really big fucking rail guns given how hard it's become to kill Great Dragons ... Which is an idea that is no longer off the table.

Quick reminder:  the CAS is in Shadowrun.  The CSA was in the American South for a brief but bloody period of the 1860s. 

And a second (quicker) reminder, don't forget Shadows of North America.

-- At least during SR2-3 the writers who handled CAS were from the area. That's partly why you see a rather big shift in how its portrayed vs. SR1's Neo-Anarchists Guide to North America and early shadow comments. I don't know precisely when it was decided to change it from the "Confederated American States" though.
