Title: Connection rating for Eliza Bloom as a contact?

The group I GM for just finished Splintered State, and one of the PCs gained Eliza Bloom as a contact. What should her Connection rating be? I couldn't find one anywhere for her.

I'm thinking 4 or maybe 5, but those are wild guesses. Any opinions? Was there ever a Connection rating listed for her in 4e?

Given her description, I'd say a 4 or 5 is reasonable.  I can't find any indication in the book about the rating.
