Can a shape shifter be a Technomancer? If not what about a centaur?

Magic and Resonance are mutually exclusive. As both shifters (all versions) and centaurs (and pixies, sasquatch, & naga) have a Magic of 1 regardless of being awakened or not, they can never be technomancers.

This is specifically mentioned in Run Faster p. 102, right column, For Creating Metavariants
Character options that have a natural Magic attribute cannot also have a
Resonance attribute and thus cannot select that option
during character creation.
So Metasapients and Shapeshifter cannot take Resonance due to their natural Magic of 1.

While you can't make a shapeshifter technomancer, you could use the given rules to house rule in technocritters. Remove all abilities tied to magic, (as per losing magic) and choose resonance.

I so totally wanted to make a technomancer Centaur.
I'll just have to stick to a Centaur Medic instead.

That's been a hard sell on any GM I've spoken with about it. :)

I suggest randomly dropping small items on them.

I would personally permit it, with the caveat that they lose their Magic rating as though to Essence Loss, i.e. they cannot use any abilities tied to magic per the rules on p. 278, SR5. In most cases, this sucks eggs.
I'm honestly just thinking about realistic rules for a windling treetopper pixie attacking an individual who is, after all, five or ten or twenty times their height, and much much more their bulk. Maybe give the difference in the target-size modifiers table (R&G, p.108) as a bonus ...

For those that feel the same as me regarding technocritters, it's not just a hard sell but an impossible sale. In my games technocritters just don't exist, they never did, never will, and aren't even the glimmering seeds of pipe dreams in theoretical academic circles.
