Is the 30% Markup on Restricted Gear only during play, or also at character creation?
Both is an option with the way it's written.

Which reference are you referring to? I vaguely recall seeing it somewhere but it isn't anything we paid any attention to.

Ah, my bad. Restricted gear can obviously just mean availability.
I mean the Quality in Run Faster, allowing a player to purchase an Item up to 24F at Character Generation.

As I recall there was a recent thread on that very issue. The wording isn't clear on the subject. I would parse it as being post chargen only but that is just my take on it. Right now I'd say it's up to the GM to decide how to interpret it.

RESTRICTED GEAR
COST: 10 KARMA PER ITEM
Right place, right time, right friend, or the stars aligned.
No matter the reason, the character has managed to
acquire or get a line on one piece of really hard-tofind
gear she absolutely had to have. The character can
take this quality up to three times; only one of those
times can occur at character creation. Selecting it at
character creation allows the character to buy a piece
of gear with an Availability of up to 24 (circumventing
the normal Availability limit at character creation). After
character creation, taking this quality lets the character
purchase one piece of gear with an Availability up to 18
during play with just a single commcall. They do, however,
have to pay an extra thirty percent for the item.

i dont see how this could be worded any clearer?
at character creation you can get this quality, it will allow a one time use only purchase of an item up to avail 24(F/R) for an additional 30% above book price
if you take this quality after character creation it will allow a one time use only purchase of an item up to avail 18(F/R) for an additional 30% above book price
you can do the above a combination of 3 times, with only one of those times allowed to be during character creation.
so 1 @ CC, and 2 After CC; OR all 3 After CC
or am i missing something?

Sentence structure is unclear. The separation of before and after character creation could be read as the 30% markup only applying to the latter.

That's how I interpret it.

The 30% markup isn't mentioned until the topic has already changed to after creation restrictions. It's a completely separate thought from the previous section of rules. It seems pretty clear to me that the markup only applies to after character generation. If it was intended to apply to both, that sentence would be structured to specifically mention that.
Something like "The character has to pay an extra 30% markup for the item, regardless of when this quality is taken."

The times I've read it the markup only applies during play, not cc, so players are punished twice (price and double karma) for taking it later.

It's only pretty clear if the writer is using the English language correctly. As written, I agree, the 30% only applies post character creation. However, is that what the writer intended or is his syntax faulty? Who knows?
