I think I hit a title limit. Anyway I was wondering could you purchase mystic adept and technomancer to get the benefits/drawbacks of both?

Magic and Resonance have been mutually exclusive items since… like ever. I'm gonna go with "no." The actual text is a bit vague on pg 64 of Run Faster which reads
if characters want to use Magic or the Resonance, they must buy one of the additional qualities below
Bolded emphasis mine.
That said something much more telling comes when you look at later options like Metasapients with natural magic scores or Infected:
Character options that have a natural Magic attribute cannot also have a Resonance attribute and thus cannot select that option during character creation.
There are no Infected technomancers. There are a few Infected ex-technomancers, but the nature of HMHVV is magical and thus completely incompatible with Resonance.
