So the core book mostly talks about limits of 6 when it comes to matrix attributes of Commlinks and the programs on them. But I've seen some posts here on the forums as well as some of the gear listings for some NPCs (Street Legends and Street Legends Supplemental comes to mind) where the attributes go higher...I can't recall seeing any higher than 9 without being Nexi though. Can someone point me in the direction of the crunchy rules details for this? I'd assume Unwired, but so far I haven't found it. Could be I'm looking in the wrong part of the book too. I'm looking specifically for how to make your own custom commlinks/software with the higher ratings as well as possible rules for characters starting with them. Any advice?

It's in War. There you have at page 161 and further some military grade commlinks that go up to 9.

I wouldn't let them start with anything past 6. Nor would I let them start with a battle buddy basic from War! Even though it's only 8R as it is still milspec gear. Also because if you alow it everybody starts with it. But that's me.

Fixed that :P
War! was designed with a "military" mind to things (because, these is a segment out there that likes Merc games), and is designed for military games in mind. So you end up in a big lurch when you start mix and matching from War! into a normal urban adventure.....
You can try it if you like, but most people watch the "balance" of their game go right out the window when they do.
