Character:

Riker (or Rajkumar, but only his mother called him that) is a 16 year old street rat from the dumps of Kathmandu. Born as the bastard son to his native mother and a some westerner, he learned early two important lessons: Nothing in life is free and on the street your particular life is exactly as much worth as you can fight for tooth and nail. This philosophy was reinforced through his obsessive fascination for combat biking. For the past four years Riker kept a job as a bike courier to support his mother and little brother Priya as well as saving up to one day own his own motorcycle. In his circle of friends and acquaintances he is notorious for being reckless, relying on luck and chutzpah, even if a minute of thinking could have provided a better result. "Learning from mistakes is just another word for quitting."

That was the case until last week: Someone stole Riker's most precious possession: His 18 gear mountain bike. Now he is not just a bit desperate but positively homicidal. Worse, the local go-gang thugs are recruiting. Now he is seriously tempted to take part in their brutal initiation ceremony, just to have a shot at riding again...

What’s his reason to be a shadowrunner? Poverty with no perspective of a better life otherwise
What would make him end his career as a runner? Having to loose his brother and mother
Would he ever kill? For what reasons? Yes, self defense and revenge
Would he rob an old lady or a beggar? In what situation? If it was the difference between starving and surviving or if someone forced him to do it
How does he appear to strangers? A gangly juvenile with a loud mouth

Overall appreance
Scipio is relatively tall (but not remarkably) and pretty skinny (but not too remarkably). He keeps his dark hair long enough to mostly cover-up his pointy ears (but, of course, not remarkably long). He actively tries to avoid trouble and therefore tries to hide eventual arms, which he uses - if possible - only to defend himself and his friends.  He doesn't speak a lot and if he does, he tries to be as polite and diplomatic as possible, although his behavior might change when speaking to his close friends. He actually is quite the sarcastic guy, but since he knows that many people fail to understand irony and sarcasm, he tries to drop it when interacting with strangers.
He is doesn't see his foes as "pure evil" and always tries to understand their motives, which often makes him hesitate to use violence or even kill his foes.

A few rules, by which he (if possible) lives:
"Be nice to those who like you, but even nicer to those who don't."
"Never make an enemy if you can make a friend."
"Don't start a fight whose outcome you can't predict."

An elven streetgirl who had to struggle with the same problems as Scipio had to. They once had a pretty close friendship, but she lately found  an old  "patron" that sort of adopted her in exchange for some services, so they hardly see each other these days.

When Scipio was in desperate need of money or anything special, he went to Pred to do some jobs and runs for him. Not a very likable fellow, but a reliable one, who makes his life by selling guns, people and other, darker things.

What’s his reason to be a shadowrunner/member of a street gang?
Scipio left his home because he thought his place would rather be in the streets together with people he cared for and that cared for him than live a life he despises
What would make him end his career as a runner ?
Even if he had the possibilities to start a "civilized life", he probably wouldn't like to abandon his friends.
Would he ever kill? For what reasons?
Scipio doesn't like hurting people. He would prefer leaving his enemies be, but if there is no other choice, he is willing to kill his foes.
Would he rob an old lady or a beggar? In what situation?
He's not the type of guy, that would pick on the little one. He would rob/hurt an innocent or especially a weaker person only in a truly desperate situation.
How does he appear to strangers?
Bland. He tries to avoid trouble and therefore also avoids attention if possible. He's a calm, polite dude who likes to stay in the background of things.
What kind of relationship does he have to:
… animals? He's not a sodomist, if that's what you mean…
… orks/trolls? He's extra-careful not to start a fight with a physical-superior being, therefore he treats orks and trolls as respectful as possible.
… dwarves? Scipio has no prejudices against dwarves and is careful not to underestimate "the short ones".
… elves? He has great respect for his own kind, since he knows how hard it is to deal with the daily prejudices of a nectar-drinking daisy-eater.
… women? Should he find himself attacked by a woman, he would defend himself, just like against a male attacker, but he is probably less aggressive against women.
… foreigners? In the streets, everyone is equal, wherever he comes from.
… men? He sees men as more likely to be aggressive, so he has less trouble fighting a man than a woman. Still, he prefers peaceful methods over violence.
… other people in general? He is polite and tries not to provoke or hurt anyone without a very good reason.
… his own religion? He sees god as a man-made illusion and therefore has no religion.
… other religions? He sees religion as a waste of time and therefore sort of pities people who actively participate in any religion. He doesn't dislike religions, he simply can't understand them.
… his family? Scipio hates his family for their ignorance and unfair behavior. The
… magic? Since he doesn’t understand magic and finds it hard to predict an awakened, so he is generally more cautious and skeptical towards magic-users.
… his friends? He is loyal to his friends and always tries to be as helpful as possible. Scipio stands up for his friends, although he doesn't like aggression.
…his enemies? He always tries to understand both sides in a conflict, therefore he doesn't blindly condemn his foes. He's willing to listen to everybody, since he values the feather much mightier than the sword.
Which kind of social ties are there?
Scip cut off all social ties to his family. He despises his parents and everything he connects with them, like his former name or their relative wealth. He prefers the friends he chose by himself, to whom he holds a much greater bond than he ever had to his parents.
When would he call someone a friend?
He chooses his friends carefully. Although he is friendly to everyone, he doesn't share things about his private life etc. with many people. He only trusts a few people, like his closest gang-fellows.
Is he prejudiced? In what way? 
"Money stinks", as a saying he knows goes, is the only prejudice he really has. He's very tolerant but despises wealth and capital, which he sees as a major cause for the world's problems.
Are there some important events in his past?
When he broke up with his family, he took his life in his own hands for the first time. He is proud of going his own way.
Is he in love?
Scipio doesn't easily build up close relationships. So far, he didn't let anyone close enough to his heart to build up real love.

Nope.
What frightens him?
The only things he really values are his own life and that of his closest friend. He's pretty afraid of loosing one of them or his own life.
What’s his greatest ambition?
Some people just want to see the world burn. Scip's definitely not one of them. In fact, he dreams of a peaceful life for him and his friend, a life in a world without fighting, or at least a relatively safe life. His greatest ambition is to be able to protect his loved ones without having to hurt other people and to overcome social injustice.
What drives him on?
On the one hand, his desire for a "fairer" world and thrives him on and makes him stand up for his rights and those of his friends. On the other hand, he just tries to get himself some sort of a meal and a place to sleep.
What his greatest advantage?
He's clever and knows how to use both his mouth and his hands. (wow, just realized how wrong that sounds…)
What his greatest disadvantage?
He often tends to talk too much and fight too less. And since he's always willing to understand his opponent's side, ho sometimes shows to less aggression and compassion to fight for his own right.
What’s his Achilles heel?
Scipio is very likely to forgive an enemy, if he feels like that foe isn't "pure evil". He might be easily fooled by a good actor and liar.
What makes him furious?
Not very much, besides seeing his close friends or himself getting hurt. Badly hurt.
What does he love?
The few people he really holds dear. And good food. :P
Which kind of persons does he fancy?
He likes to surround himself with socially interested people, that care about each other and value the group's good more than their own interest, just like he does. And he likes people who understand sarcasm and irony, cause it's just funnier that way.

‘pops’ - his guardian angel in the shadows, pop is a shadow of his former glory but he is still more dangerous than the average ganger. People should know not to mess with Lucky.

Tammie (3, 4)
Tammie is the local copper, she likes Lucky and tries to get him to stay out of trouble. Tammie obviously treats Lucky differently. Lucky is among the few in the streets that agrees to talk to her. She also always brings something hot to eat. One of the times, she even gave lucky two front row tickets to a rock concert. It was the best day of his life.

Lucky is a young male human of average height he has long dark hair and dark eyes. He is skinny but relatively healthy. he wears a worn down leather jacket and a matching hat. If you see’s lucky without his guitar - you know something terrible must have happened he protects his guitar with his life. He has a star shaped necklace that he never takes off - and he usually also has a teaser on his right hip - trying to deter gangers from messing with him.

Lucky, yes this is my name. You got that right, just Lucky no family name because have no family no point in faking it. I live in the streets where I play my guitar all day and make enough money to find something to eat.

I want to become a great performer but honestly I’ll settle on making it to my next birthday. I am 17, I still carry a necklace that was abandoned with me. I want to know what happened to my parents and why they left me to die on the street. I survived because an old Samurai took me under his care and brought me to an orphanage and kept visiting me.

I call him ‘pops’ because one of his cyber eyes is so old it keep ‘poping’ out. pops was once a shadowrunner, a great warrior but he put so much metal in his body it is impossible to hug him, hold his hand or look into his eyes. There is a real person in there, I am sure. ‘pop’s never talk to me more than one word. ‘eat’... ‘take’ but he is involved in my life ever since I can remember myself. He is very sick, and his augmentation barely function anymore, he barely makes it on his own yet he never forgets my birth day.

I hate myself for thinking it, but sometimes I wish ‘pops’ would find my parents and use his implemented shotgun to blow their heads out... This is not like me, I have a teaser - I am not stupid but I could never bring myself to kill anyone - this is how you become messed up like ‘pops’.

Lucky don't have medical training, (or logic)  but stopping a bleeding is something that you learn in a one hour course. Just apply pressure - you do not even need bandages you can use your hand. (but then you are tied up to the person until they reach hospital).  I see it as more of a common sense then a technical skill.  If he can't do so mechanically I'll just erase the post. ;)

There's someone who could continue it for me in my absence but only if you decide which branch of investigation you pursue today or tomorrow (do you go to a street doc to ask about the slot, ask in the streets about the ash on his forehead, drink yourself to death, etc.). It would make it a lot of easier, if you could decide quickly!

As you probably remember, luckace and I currectly live in Kathmandu. We are happy that we actually really live in Kathmandu, but we're luckily anharmed, and so are all the children we care for, the other volunteers and basically everyone I know. So there's no need to worry.

Well if he agrees to call the doctor and tranfer funds for his medical fee... we can let him go I guess. Also that meeting with the temple woman can work but I don't know what we can get from her... even if she does not try to kill us again. We obviously do not know how to interogate as it drags for a long time.
So perheaps instead of rpping the exact conversation just write it as a story... somthing like... after several hours of interogation you know A B and C and so on... I mean we've been in this scene for over a week - RPing the exact conversation is very much time consuming and real interogations also take a long time. repeating questions one after another... asking the same things multiple time... hurting people stuff that I am not willing to explicitly RP even but I am sure would not shock the world of some street rats that just killed someone with a knife and were nearly killed.  Personally RPing an interogation scene is a bit too violent for me. I wouldn't watch such a scene in a movie and I do not enjoy trying to act one.  I'd much rather have it resolved within one post were the three street rats are interogating the prisoner and we just say what we aim to achieve OOC. Without the graphic details and dialogs that involves such a scene.

Scipio will discretely ask around his contacts or in general people they know if anyone ever had trouble with the Sai-Baba-temple or has any connections they could use. Furthermore, he will carefully inspect the tempel-area, (only casual things like going thew when they distribute food for the poor - if they do that - nothing that raises too much suspicion ) looking for clues where for example child-acolytes come and go, things like that. He will have nightmares about the predator and probably get quite paranoid over it  ;)

Hiring/playing professionals sounds good to me. Very good in fact  :D

Only problem is that I am really busy studying for an important exam right now, so I don't have that much time and braincapacity to spare for shadowrun. So creating a new runner might take me quite a while.

But, should I really need much more time to create a runner than you guys need, maybe my character can just jump in a few days later, I guess if we play professionals we don't have to fear dying on the first day  ;)

Option 5: Lucky goes to Tammie (the copper) and uses little Bikki as initial evidence for the illegal actions take.  Tammie tries to get the police involved - but the police need more evidence, and do not want to just arrest some low ranking officials at the temple. They want the big fish, they send either us or a group of more experienced runners to infiltrate the temple or the company behind it and gain their trust and find increminating evidence that can take the people responsible to jail - or force them to make a fat donation to the police. (it is a dystopian world after all).

Because right now with Bikki it is impossible to really bring in the 'big fish'.

I mean a group of street rats getting boat load of money and hire runners is a bit odd for me - if we had the skills to make big money we weren't street rats.  Once we start carrying big money the other street bullies are going to take it from us. There is a reason we are all poor.

I think finding such a character in Kathmandu isn't really much more likely than three street rats becoming rich, but it sounds more like a convincing plot to me.
However, being a cop would really bind or hands, and I don't know if we will be able to accomplish our goals if we are forced to stick to the law at least in some way.
On the other hand, that could also be really interesting...

Well, until 2075 many things might change, and we wouldn't have to be local cops.

The most promising setting, however, would be (in my opinion):
Lucky seeks advice with Tammy who starts investigating the things. She finds a week spot (say, Ravinder) and can find out with megacorp stands behind it. Being a straight cop, she doesn't want the to be the end but she can't do more, so she gives an anonymous hint to a competitor megacorp. And they do have tha capacity to hire professionals to investigate the whole shit.

If we are cops (an idea I like too) we should be professionals, too. And, after my personal experiences, without being too biased, this would have to be foreign policemen, so we would need an international investigation command. Dunno how to justify this for a small biz like this.

Meet Seargent Ryan "Cinder" Laird:
Half-Irish half-Nepali member of the Kathmandu Police forces. One of the last idealistic cops in the country. Since his own nephew has vanished he has taken a special interest in the street rats of the city. He's heard rumors about a certain temple and asked two of his not-so-legal contacts/friends/people who owe him to help with an unofficial investigation...

(I used Made Man to represent his active duty within the police:

As a minor member of an organized crime syndicate, the character can occasionally call on its resources. At the time of purchase, select a crime syndicate as a free Group Contact (see Group or Organization Contact Options, p. 176). As the character is an actual member of the syndicate, Loyalty is increased to 3 instead of starting at 1. @all: I'm not entirely happy with Sum to Ten since it allows to take Priority A twice, which I think is really powerful, but since it's an official rule and it's more a feeling of discomfort than anything else, I'm perfectly fine with it.
I think we don't need any special rules for this group. I'd ask you, however, if you use any qualities, rules or weapons which are not listed in the CRB to inform me via PM. But I don't feel any necessity to restrict anything. So build ahead :)

Meet Byron Cross AKA Scarcrow
He's a professional shadowrunner who's not very picky with his jobs. He normally does what he's told without questioning it, but tends to try to solve matters without bullets at first. Since Byron is an impressive, bulky troll with nasty scars all over his already pretty nasty face, his preferred way of negotiation is intimidating and indirectly (or sometimes very directly) threatening his opponent, which usually tends to work out better for him than sweet talk. With that, some muscles and a good cyberdoc who owed one or two, Scarcrow managed to make his way from a grumpy nightclub-bouncer to a even grumpier but much more successful augmented shadowrunner who's not afraid of headbutting smugglers, kidnappers and the occasional big-fish-criminal.

But apart from growling at people or beating them to a pulp he is pretty useless.

Well I am rolling an awakened pixie decker with a criminal sin.
I wanted her to be a known and dangerous criminal, despite her cute appearance.  Perhaps with the kind of deal - help us on this one mission and we'll let you leave Kathmandu and be some other country problems. If there are no SIN's in Kathmandu I am not sure what negatives to build. I want to do the most 'badass' pixie.

I think she can provide us with magic and decking.  Trying not to 'munchkin' it I am considering almost all equipment including all weapons too big to use. Basically she'll have a helmet with throdes and a deck that was specifically tailored to her dimensions and can only be activated with the throdes. Probably a little bit of armored clothes.  I can also make her a human if pixie is unacceptable.

She is built standard priority A magic, B skills, C meta, D money, E attributes

She is socially unaware and have big issues with meta humanity so I gave her no social skills to reflect that. Just a negative aditute toward the world, but perhaps her interaction during the run will soften her a little bit. Her name is Delphine, Street name:  Big D.

I am a fucking pixie with butterfly wings, I never wanted to be this little, this harmless and this cute but nobody asked me.  Fucking pixie in a world where everyone is at least four time my size. I was born in captivity as a NeoNet slave, but I was smart - smarter than these human bastards. I made myself useful - a Decker. Perhaps too useful, I got curious and they tossed me to the dogs. I only wanted to find out about my two sisters. I haven't seen them in years.

Socially unaware, and looking like a freaking barbie doll with wings I braved the miserable streets of Kathmandu. I met some people they offered help, I thought they were my friends. They are called the Yakuza, or the triad. I don’t even keep scores, apparently I owed them this thing that is called money and a lot of it. Sure they have jobs for me - to pay them back. These is pay the interest - I am their slave girl. A doll, but the next one to call me doll is going to it! I may look cute but I am not innocent no not at all.

I learned how to do every kind of matrix related crime, from spoofing the comlinks of important people to hacking servers and stealing data. All for the freaking Yaks, these assholes - they took me as a shaken little butterfly and made me into a beautiful criminal. I also killed for them, not once not twice but 21 people so far. I only have one rule, I do not kill other metasapiants, us metasapiants must stick for our own. Humanity? These bunch of slavers deserve everything I give them. They lie and deceive me - I don't understand their social structure and can never tell when they are just being cynical -  gosh I hate this world! I don't belong here - I belong nowhere. 

Recently, I decided to go independent at least as long as I can pay these Yak’s. I want to make some money so that I am free from them. Next step ? I’ll hire the meanest runners I can find and extract my two sisters from NeoNet. Us pixies are intelligent, smart and pretty we are not toys and not dolls. Definately not to be slaves, if we weren't so darn tiny - we'd run the world by now.

There are few specific people that I do not hate as much. Some of them were kind to me, others gave me actual work. One has pretty eyes, and if he was one meter shorter I'd totally fuck his brains out. I only hate humanity as a whole - specific people they can be nice i know that.  If you want to approach me, please get over the freaking butterfly wings before you talk to me. Yes I know I look like I was taken out of a fantasy book, but I am not a child, not a doll and definitely not cute!

If there is anything you'd like to alter (see my post after your character), this would be the time. I think it's a nice thing you renamed your Renraku Sensei to Renruka Sensei, as it reminds me of Renuka :) hope she and the baby are well.
As I said, you might want to invest in visual enhancements which can cost you a lot of dice. I'd also choose a bit of a ... trollier weapon, but that's a matter of taste only.

Are you sure that "Cyberware" doesn't count as a technical skill towards Uneducated?

I must admit that I'm not absolutely friend with pixies as shadowrunners, since they are uncommonly rare, are outstanding and extraordinary even in the Sixth World. Even more so, they are a rather strange character to play in Kathmandu, since there are no Pixie populations anywhere outside Europe. I don't have a problem with you playing it, if you like, but please consider that this is the most awkward character imaginable, and might possibly spoil the theme the same way 3CPO would have spoilt The Lord of the Rings.
But feel free to play it anyway if you like it. It's 2075, and planes fly everywhere. Just be aware that the majority of people in Kathmandu will never even have heard that things like you exist.


Some comments on your stats:
If you want to play the character, please solve these issues. I might have missed some new rules, but I'm almost absolutely sure this is a (very) illegal build. I'm not entirely happy if I have to check every single stat of your character.

The character is chummer legal - unless there is a bug in pixie stats in chummer. she has Skills A and Magic A so thats 10 +46 +10 skill group points - 
that add 6*3 (craking) + 4*4 (some groups have 4 skills, first aid medicine, biotechnology and cyber technology)
18+16+56 = 90 skill points.
Mag is 6 (don't know why the 11) - pixies has amazing attributes but cannot use almost any gear  due to being small.

Erika was paid by the in debit quality. I wanted to play a pixie so socially unaware that she did not even understand the concept of money, this is how she got in the pocket of the bad guys. As far as chummer 5 follows the rules all my characters are rule legal. I can come up with some other race if pixie is a problem.

So, Magic is 6, that's fine. I looked up pixie stats and since they really do get 10 points of race modifiers, that's fine, too. You're right about the skills. I don't know indebted/indebit (?), since it's not from the CRB, but I believe that'll be fine, too, then.

About the pixie I would really ask you to choose another metatype. After reading the discription I would say it is (nigh) impossible that a pixie would ever voluntarily enter Kathmandu, let alone fly there by plane, let alone become a shadowrunner. So if that's not a big issue, please play an elf or a Gandharvas / Apsarases or something that fits the theme. Thanks!

Think about illegal cooperate hunters, they come to some tree house in France, capture all pixies with toxic gas or anything equally nasty. Put them in little cages and ship them for experimentation in 3rd world countries...  Yes like in Kathmandu. In these countries pixies are not even considered people. You can kill and experiment on them and there is no law saying that you can't. Their little nation can't protect them - and pixies have nothing going on for them.

Now consider that pixies disappear as they die. All these medical experiments are performed while the pixie is still alive. Perhaps even fully alert as who knows what modern medicine will do to its body. Scientist cut it open and check inside, while the helpless pixie is gagged and cannot even screame in horror.  No pain killers as normal medicine is unpredictable on such an exotic creature and why risk it - the pixie will die eventually anyhow.  Now consider a pixie that managed to escape from such a lab? What does it feel about meta humanity? Can it just hop on a plane and go back to France? It has no SIN, no money and cannot even legally buy a pane ticket if it had.  She is not a person and cannot find a legitimate job. She is so exotic that people can just capture and sell her, she hides what she is. Shop online and only form social connections with people she can really trust,  the shadows are really her only valid option.

And unliek C3PO, pixies are difficult to observe. Most people will never see a pixie.  They are tiny and magically concealed and can blend in a crowds  as long they do not interact with people. Nobody will know they are there.  My Decker pixie will only deal with people online and hide the fact that she is a pixie from most but her most trusted friends. People can just sub do her and sell her at the local market.  Imagine the anger, imagine the frustration the rage on meta humanity for having such a life. Oh, Pixies are extremely dark and they have all the reasons to pop up in a shit hole like Kathmandu.

Like you asked, I did a new one. A human generalist, mystic adept, decker and a bit of a drone controller.
karma is 10 body 1-->2
and 10 positive qualities. 

I still got to do knowledge skills and perhaps play just a tiny bit with the skill allocation.  Overall this character decks, spell-cast summon, impersonate other people, and operate drones + drive.
He is an old timer, definitely not the one to be in a gun fight. I imagine him as an old con-man, that did all sort of crimes over the years, from cyber crime to street cons and identity theft. I imagine him mostly as overwatch unless we need to impersonate someone. He can do that very well. His only combat option is gunnery - so he definitely belongs in the car.

He is no pixie - he decks a little bit with his RCC, that I added a stealth dongle to, but he is not the dedicated decker type and cannot perform all kind of decking stuff.  (This is why I think of perhaps changing the skills a little bit. )

Usually I develop the personality during play, but what I can say about Cinder is:

He loves his job despite the hardship.
He genuinely wishes to improve the situation of his fellow people.
It's especially bitter for him that he isn't allowed to investigate further into the actions of the cult since his own nephew (Tavi) has been recruited by them and not returned home in a week.
He spent a lot of money he did not have to get some help and now not only has to solve this but also earn some money. Since the money lies with the corporations he asks around if one of those have interests in the cult being stopped.
