Title: Do I have the right understanding of dash bars and emergency lights?

I was looking at these in stolen souls but I just want to be sure I'm correct in my understanding here.

A dashbar is what gets used in undercover cars as in its attached to the dashboard and when you hit the button it starts flashing but when off the car "theoretically" blends in with civilian ones.

An emergency light is mounted on the top of the car and even when not active is a visible indication of an emergency/police vehice.

You would use one or the other but not both as a dashbar is for undercover vehicles while an emergency vehicle is for the obvious ones?

I believe that you have the right idea, however I will point out that I have seen marked cruisers that install 'light bars' inside the car at the top of the windshield preventing you from identifying them just from the presence of a light bar (And yes, there is a 'light bar in both the front and rear windshield; I personally would call them dash light bars [2 of them in the car], you GM may not).

So, I guess I'm saying that you would need to know what the jurisdiction your running in is using in order to know which you'll need to pull off the illusion.  Heck, they may even use both kinds of cruisers to cause confusion.
