What is the best hacking device for lets say under 100k. Some kind of comlink? a Little hornet with the right mods/programs? You tell me your opinion...

I'd say the Little Hornet. Its attributes can be modified to be less pointed, but mainly that while a commlink with a dongle can be quite good, attribute-wise, you can't discount being able to use multiple programs. They are the bread-and-butter of what makes a cyberdeck so damn good... Fork, Baby Monitor, Signal Scrubber, etc... A lot of very valuable ones.

Evotech Himitsu, no questions. So long as you're only using it for hacking. Sleaze 5 for 11kĄ, Attack 4 as an extra 48kĄ. If you don't need Attack 4, it's even cheaper.
It also acts as a pistol-sized faraday cage.

Vulcan Liegelord RCC, Add Sleaze, increase Sleaze, (ATT: 0, SLZ: 2, DP: 5, FWL: 6) Throw in Smoke and Mirrors. With Antenna and Datajacks and the RCC itself you can negate the noise penalty from Smoke and Mirrors. Runs you around 75k by the time it's all said and done. Can't brute force or attack, biggest problem is encrypted files. Since unencrypting them is an Attack action you need to spend edge to push the limit. For under 100k you've got decent Sleaze, DP and Firewall, runs 5 Programs, rating 5 device. Tough to beat. Although the Evotech Himitsu is a phenomenal deal if you don't care about firewall or programs.
Little Hornet is a solid value if you have Perfect Time and Overclocker, I'd throw on two Program Carriers, Encryption and Stealth. Keep Virtual Machine handy for when you need to run 3 programs.

Can a rcc take a dongle?

RAW Dongles are Commlink only, so RCCs can't take a Dongle. Per one of the editors RAI is that RCCs can't have dongles.

I still do not understand why singles were made a Thing if such an apparently big part of the edition was going back to source roots where hacking was with a deck, not a commlink...and then they went and made a cheap workaround for it.

To get a decent hacking setup you're spending a fortune on a high level dongle, plus you either need to miss off a stat (usually attack) for cyberprograms or pick up the stat and lose the ability to run them. It's not really that great a solution tbh and it certainly doesn't threaten the deckers place in the team, more just adding a bit of utility to links that they didn't have before

Electronic Warfare skill specialized in the Hide Action. Perfect Time to lower then raise Smoke&Mirrors as needed. Human Decker with a 5 or 7 edge can pretty well get away with an Attack Attribute of 2 or 3. Yeah. You'd likely need another Commlink for Legwork because of Data Processing limit. Hello Nixdorf DP 6 and an Agent. Yeah, I just don't see the need for a Cyberdeck if you're willing to take some risks. Firewall is only for if you get caught. And with 19 ish Dice to resist Matrix Perception when running silent? You're only ever going to get busted if you blow a roll. *sigh*
Hell, I think you could just about put together a Mystic Adept Hermetic Decker/Mage with D resources? Almost. I think you'd wind up short on Skills or Magic Attribute, but it's awful close. Prime Runner for sure could at resources E? No problem.
Yeah, cyberdecks are for chumps. Dammit.

The cheep ass cyberdecks do make a good option for a street level Technomancer looking to hide.

Normally no, but a Comlink can be fitted with a Program Carrier allowing it to run a single Cyberprogram. Or two if the program is Virtual Machine, remembering it does make it more vulnerable to bricking.

Normally no, but a Comlink can be fitted with a Program Carrier allowing it to run a single Cyberprogram. Or two if the program is Virtual Machine, remembering it does make it more vulnerable to bricking.

All it takes is for the GM to say no, this is stupid and we're not doing it that way.

With this cyberprogram, there is no need for high-end cyberdeck.
Sure, high-end cyberdeck can use it, too. But that is overkill and unnecessary.

It does create noise though, so in an already noisy area, you're gonna need an awful lot of datajacks and antennae to work without -ve mods

This comlink...unfortunately it is 11k and only has a DP of 1 and a FW 2....I realize that the FW can be worked around but that DP is death to me...

While it's possible to make a really expensive commlink a pretty useful item, if you're serious about hacking, cyberdecks are still where it's at. Limits of 3 are probably fine for the casual user, but will get you killed pretty easily when you're facing a spider or IC. I imagine the most common non-decker thing to come out of Data Trails will be/is commlinks with Sleaze ratings, allowing PANs to run silent with some chance of success without a decker. Keep in mind if you jack your S&M up too high and there's ambient Noise, there's a decent chance you're gear will go offline. Sure, you can stack Noise reduction on top of Noise reduction (and that might make sense for some), but at this point your investing resources to counter your other resources. That's fairly niche.

Grab a Nixdorf Sekratar with a DP 6 and a handy Agent for legwork and whatnot. Mind you you're not spoofing Cameras while you're in a host.
But yeah, the DP is a killer. You're likely looking at either the Hornet or RCC for a full up Hacker. Swapping between devices works for AR hackers when they've not in initiative passes. If all you ever do is datasteals from a Host you may be able to get away with it, but if you have to do anything with Edit file or Matrix Search in a host you're screwed.

Still learning how this all works, I can see the need for Overclocker, any hacker would be better for it... what is the purpose of needing Perfect Time? I assume it is for the extra free action, what is it being used for?

Two free actions, such as Swap Matrix Attribute. So you'd swap your high stat into whatever action you're doing this turn, then swap it back to Firewall after you do whatever you're doing. Also note, this lets you move Overclocker too. So, you could be running a 1 Attack, 1 Data, 4 Sleaze, 5 Firewall (IIRC that is Hornets stats) Overclocker into Firewall + Stealth+Encryption+Smoke and Mirrors so ADSF 1 1 10 7 On your turn you need to do an Edit File action so Free action Swap Matrix Attribute, ADSF goes to 1 6 6 2 , more than enough to get your Edit file done, then Free Action swap it back to your 1 1 10 7 for defense.
Also Free action dial down Smoke and Mirrors, then back up after your action if you don't have enough noise reduction. Or Free Action to swap in a program to help you do a thing, swap back to your defensive set up.
Very, handy for a Decker.
