The only thing that jumps out at me is that I'm pretty sure that Burnout Way counts in your 25 points of negative qualities, so you wouldn't be able to take it. Other than that, it looks pretty legal.
Since you have cash laying around, look into getting Foot Anchors for +2 Recoil Compensation and free foot spurs.

What he said about qualities. Also am fairly certain you have to buy your magic up before you lose the points from essence. Looking at yours you lost 4 points of magic rating. You would need to have had a magic of 4 to lose that and then buy up the 2 points again afterwards. Otherwise there's no real penalty to putting cyber/biowear in a magic character other than a reduced maximum rating. I could be wrong (edited and often am ;D) but that's always been my take on it.

Burnout is 15points unlike the 20 of all the other Ways.
It was my understanding it was like martial arts in that it didn't count toward positive/neagtive limits. I could be wrong.
In priority resources happens before the normal karma expenditure so I thought you could buy resources first, suffer the consequence and then buy attributes. Life builds don't really say. So I am probably wrong on this one too.

It's is the alternate name to Sangre y Acero, the Atzlan cybernetic martial arts.
