I don't know how long it's been around, but I only heard of it today. A demonstration:

Now replace the wire with monowire.

It's true, everything is better with monowire.
We posted about a similar concept sometime back here (http://forums.shadowruntabletop.com/index.php?topic=18496.msg327738#msg327738), though it was designed more for pistols.

It seems like the best way to represent this may be to give a dice pool bonus (between +2 and +4?) , taser ranges, a decrease to damage (-2?) and an armor bonus as with flechettes (+2?).
Limit its use to heavy pistol and above (appears to be available in shotgun shells and .45 ACP rounds.
It's purpose seems to be to increase your chance to hit rather than do devastating damage. A DP bonus of 4 is significant, and the decrease and damage and bonus to armor balance out the extra damage the DP bonus provides.

The description of the video says that it can cut a human in half. My guess is that a monofilament wire would be even more lethal. Lower damage and higher ap seems unrealistic. Shorter range does not, however.

Two Fly Spys tethered by monowire (that spools into one of them, when not in use they clasp "stomach" to "stomach"). Easily portable, maneuverable, operates independently, and very hard to spot. Rigger 5 looks like it offers a few interesting upgrades as well.

I think I just got a rigger hard-on. Either that, or I peed my pants a little.

I have this clip in my phone to show to GMs after I explain what I'm doing.

Okay, I admit that video beats Grrl Scout Monowire Double Dutch hands down.
No seriously, I think I lost my hand right over there.
Would you mind picking that up?
