Use oni or go elf. Do exceptional stat magic, then with 7 power points you should easily be good to go.
Forget the arm, Running a pool to 21 with adept is super easy without that.

damage wise critical strike 1, martial arts can give you 1, boost strength if you must, death dealer can be option once in play but keep in mind you will pick plenty of damage from 21 dice to hit.

I like the character a lot and think he would be fun to play.
I know the concept is "rapier adept" but if I were to make him my own I'd drop the sword and go straight Unarmed. I'd upgrade the hand blade to a cyberspur at the expense of the Attention Coprocessor. I'd make Unarmed my primary attack skill and take Throwing Weapons as a secondary skill to leverage that big, beefy arm.
Stag would get flipped, probably to Shark. Blade powers get swapped for Unarmed powers.
Other priorities would be Critical Strike (Unarmed) and Smashing Blow. If you've never played with Smashing Blow, it's a riot. Strength 11 + Critical Strike 1 = 12 * 2 DV = 24 DV plus any net hits you generate on 18ish dice against a target that doesn't dodge. That's 30 DV, on average, which will routinely take out brick and plascrete and will also knock down concrete and metal beams when the dice cooperate.
Separately, vision enhancement in the contacts won't stack with Hawkeye, so maybe pick up Thermo and Flare Compensation instead.
