Most of the armor mods (p266) have a sentence stating that after resisting a status a number of times equal to the Armor Mod's rating it wears off.
For example:
Thermal fibers and heat-retentive materials
protect the wearer. The armor cancels the Chilled
status a number of times equal to its rating. Once
it has resisted the Chilled status a number of times
equal to its rating, it is worn away, and the armor
no longer has cold resistance.

Can the Armor Mod be reapplied or do you have to buy a new piece of armor with the mod on it again?

Half joking...I would expect there to be an errata of, "Turn on wifi to recharge cold resistance"...that being said, I wasn't able to find anything on restoring that functionality, doesn't mean isn't there. Anyone else able to find anything, cuz I am kind of curious about this too.

The rule states that it is worn away, so IMO the upgrade would no longer be on the armor. To me that means that capacity would be open again, and you could purchase it again.

I do agree that it seems like you could reapply the resistance once it had worn off. It would be nice if they had stated it a little more clearly.

Agreed. It's worn away, so I'd indeed argue it can be reapplied.
