So, it mentions doing vehicle tests for maneuvers, but doesn't really go into maneuver options. Am I missing it? Should I look outside of the Rigger section? Am I just glancing over something obvious?

It's leaving such things to player and GM imagination for now.

Vehicle rules are largely predicated on the assumption that vehicle/drones are interacting with PCs and NPCs that are on foot.

Chases and car-on-car combats are kind of hand-waivy at this point.  Good news though: the plan is for this edition's Rigger book to be out by Gen Con 2020! (https://www.youtube.com/watch?v=_yNlUXzeh1U&feature=youtu.be&fbclid=IwAR3q5Xm2N7yFH6YKsh2k5EvoCn-CtUaimc2C8s2_GPpH2juMJBOKosZFqjs)

Creating a character for one of my players, I was actually surprised that the rules around vehicles didn't seem overwhelming in 6e. I approve.
