Can you spend 5 Edge to reroll 5 dice of your opponent, or is it not a 'rating' and just you spend exactly 1 edge for 1 reroll of a die and that's it for that action?

You spend X times Y, where X is the number of times you want to use the boost and Y is the cost of the Boost.
So in effect: Yes, 5 edge to reroll 5 dice. Yours or your opponent's.

Yeah 5 for 5. Reroll your own it’s a 1/3 chance of changing things the enemy 2/3rds chance. It’s literally twice as effective and costs the same. Yeah some tests aren’t opposed so your own is more versatile but the game is mostly opposed tests. It’s a no brainer to always make the enemy reroll.
Though at the 5 edge point you probably just want to use the GM fiat 5 edge something cool happens thing.

I'm considering doing a statistical analysis of the Edge options to highlight the trap choices. I'm sure that's not the only one.

It’s a no brainer to always make the enemy reroll.
Agreed that in most use cases that would be the correct choice, however, remember that you can also use it to for example reroll one of your dice that got a face value of 1 (to maybe avoid a glitch or even a critical glitch). If your roll have a wild die then spending an edge to re roll that dice might also be worth it (especially if it currently have a face value of 1)
