Does the black market pipeline quality give you the 10% discount during character gen? I saw another post that said yes but they didn't quote anything so I just wanted to know if there was something in the book that specifically says yes or if it's up to the GM.

The way it's phrased, I'm leaning towards not. What you have in chargen is a gathering over the years, it doesn't come from specific sources explicitly so you wouldn't be able to go 'I got X through my contact so at a discount'.
