would this be viable with the 400Bp starting?
I think there would be a shortage on nuyen, myself.

Depends on a few things.  A hacker/rigger will be a bit tight on the money.  Or just don't get everything at top ratings.  Get some fair ones to get started on and get the essential gear, you can upgrade programs later.
You can cut back on the drones, getting only what you need.  Also, I don't have it yet so I can't check, but I think This Old Drone has a bunch of drones that are considered obsolete so I would think they would be cheaper to buy, harder to maintain (but again, I don't have that one yet and can't verify).
Unless you take In Dept you probably can't start out with everything, but you can pull of doing both.  Maybe start with a focus on one and room to grow with the other.

A TM version could free up a lot of nuyen, saving on the cost of programs, and less likely to be heavily cybered so saving there too.  Course, it's more BP and karma costly, and since you can only take so many CFs at character gen you'll be threading a whole lot

*coughs and looks around* There are a few rules that while optional in nature would deffinatly allow you to combine both however I deffinatly recommend the born rich quality from runers companion. 

the first option is to use the used vehicles rules this will give you I believe a 30%-50% reduction in the base cost of the vehicle or drones your using.  Thise however can lead to problems with the vehicle later on and may net you the grimlins quality in regards to using that vehicle.  I'd recomend suggesting that maybe you have some sort of mechanical skill on your character and argue with your GM (not litterally but in a nice way) that you should get at least a skill check to see if you get the grimlins quality on the vehicle.  maybe with a threshold 1 per 10% in price reduction minus 2?

The second option is to use pirated software gotten off of a warez site.  this would give you a 90% reduction in the cost of your programs.  However as these are cracked your going to loose 1 rating to each of your programs every few months as they dont get the patches from the manufacturer anymore.  you can fix this by buying a few of your programs at full price and having a contact on your character sheet who ones a file sharing site.  You do a little siede work for the contact by cracking each of the programs you actually own for him and he lets you DL a few from his site that othershave cracked for free.  If I remember correctly the number you get is based off of his loyalty rating.   

ether way I recommend asking your GM before using these optional rules.  They both make sense and reflect real world possibilities but your GM may not feel the same way

If you're using Runner's Companion, talk to your GM on whether or not the Black Market Pipeline quality would apply during character creation. This can get you a 10% discount on vehicles (which includes drones), electronics (read: commlinks), or software.

I'm working on a similiar idea. I made up a Matrix Specialist who excells at messing with a security rigger by commandeering drones, booting out the riggers connection, encrypting the drones code, and turning the drone against the rigger directly. Ain't I a stinker?  ;D

It depends what kind of rigger you want to play.  Do you want your own drones or do you specialise in taking over other people's drones.  The second option is cheaper at character creation, as you need hacking skills to take over the drones, so it's more in line with your hacker part.  During play you can then get your own drones.
