To get a skill expertise, it says you need a specialization and "your related skill rank needs to be at least 5."

Is that 5 with or without the Specialization bonus?  That is, is the minimum for expertise a general skill rank of 3 (specialization rank 5), or a general skill rank of 5 (specialization rank 7)?

It's got to be 5 without the specialization.
