He's tall and skinny for a dwarf, short and stocky by everyone else's standards.  He's got a black crew cut and a slick Fu Manchu moustache.  If he's not working, wearing his faded coveralls, he lounges about in a Chinese suit.
Personality/Background
Thoughtful, studious, and ambitious.
China seems to be a place people are from, rather than where they live.  Chang Wei's Awakening was just the excuse he needed to join the steady stream of expatriates searching for a better life.  Maybe one day he'll return in triumph.  Maybe.
Chang bounced from ship to ship, his aptitude for shipboard tasks and Awakened nature ensuring he always had a berth.
Now, he's fresh off the boat and hunting for opportunities.  His penpal mentioned being able to set him up with someone.
What do you expect?  I'm the son of a poor family.  If it weren't for my skill in Taoist Magic I would still be in China, but I shipped out to make my fortune as fast as I could.  The Triads probably would have taken me with open arms, but...I'd rather deal with pirates than the Triads.  I've spent the past years sailing around the world, on one ship or another.  The pay was steady, but not great.  I cashed out and Captain Chan dropped me off; we still keep in touch.
Hey, the UCAS is still supposed to be the land of opportunity, right?  At least, that's what I hear from Mentat, who mentioned hearing about a job.

Captain of the Outlaw Star, I sailed with him for a while.  Always something different every day, whether it be fishing, or shipping, or fighting pirates, or smuggling.  I left on good terms; I was a hard worker.

Mentat (Matrix Contact) (Fixer)

Penpal.  Collects information, good source of gossip, advice, referrals, and Matrix-order Psyche.

I 'met' Mentat while I was at sea; I don't sleep or eat much, and there's not much to do shipboard but meditate or cruise the Matrix -satellite uplinks are great-.  I don't think he or she sleeps much either; probably worried about missing a rumor while asleep.  Very smart; Mentat seems to soak up information and rumors from everywhere, and has built up some connections along the way.  A good source of advice.
Mentat has mentioned being an Adept, though not really in the style of the traditional Wuxia hero.
I've never met Mentat in person, and I don't even know where they are; Mentat works through contacts in my area, like this latest job.
I picked up my Psyche habit from Mentat.  There's worse things to be using, I suppose, and it doesn't seem to have hurt Mentat so far.

 Not all of us down in Medellin work for the cartels, but most do one way or another.  If you don’t, there’s really not much opportunity.  Unless you want to move to Amazonia and live in the stinking jungle o’ death.  Or try and get a good in with Aztechnology.  Not my style, comprende?  This hombre decided it was time to make something of himself, so I up and joined the local outfit, just running drugs and stuff.  Nothing special.  If you’ve got talent though, somebody spots it and you find yourself out in jungel camps learning how to sneak around, shoot shit, and blow up coca processing camps.  It’s fun, kind of like combat camping.  Sure, a few of the recruits die from strange diseases, weapon accidents, or boss man’s displeasure.  But most make it through.  Then you get to go back, kick in the door of those punk cops that harassed you as a kid, and take their daughter for a night on the town.

   Trouble is, drugs is a fluid business.  No amount of magic or chrome in the world will ever change that.  It’s a fluid, cut-throat business.  For those of us soldiers it means a few things.  Opportunity is number one.  You can make some nice nuyen, buy some nice chrome, drugs, joygirls, or what have you.  Number two is that you can quickly find yourself unemployed.  Your boss-man gets popped and you can’t exactly join a soup line, know what I mean?  So when that happens it’s best to buzz out of town, fast.  Maybe things will cool down later.  Maybe one of your friends will become a big shot.  Maybe not, but it’s best if you find that out from a distance.
