Title: starting equipment

This is a simple question but I need to double-check it just to be sure I understand fully.  When the game says a character cannot start with an item with more than 12 availability, does it mean up to 12F too?  I always assumed it was 12R because having a forbidden item from the beginning seems a bit strange, but since I am not sure, I figured I would ask the experts.  Any answer is greatly appreciated.

Yes, you can start with any item up to avaliability 12, even if it's a forbidden one.

R&F have no bearing on whether you can get something. However, anything with an R means you need a license, pretty much, while anything with an F means if you're caught, you go to jail, period.

Thanks, sorry for asking a question that seems so obvious, I just want to be 100% sure because I am showing a couple friends and I haven't even played it myself, so I thought I'd make certain.  I know what restricted and forbidden mean, was just checking about the character creation rules and regulation.  Thanks to both of you for the quick posts.

You just reminded me of a story I was told about a guy who called tech support saying the 'cup holder' on his computer broke.  :-\
