Halfling

Often called Halfies, shortones, or kiddos, halfling take their common name from the fantasy genre just like most of the metahumans in the sixth world. They look proportionally correct for a human, but are roughly half the height, width, and thickness of an adult human. This causes them to often be mistaken for children or occasionally better looking gnomes.
Halflings are surprisingly quick for their size and even more agile than most would believe. They move at a rate of 12m walking and 30m running. Their eye and hair color keep the same range as normal humans, and they are present as a minority of every race.
Qualities: Neoteny, Impaired Attribute (Body), Impaired Attribute (Strength), Reach (-1), Balance Receptor, Celerity, Metagenetic Improvement (Reaction), +1 Edge

Looking for some general input on this. I've got a player that's interested in the idea of playing a halfling, but really didn't like the feel or mechanics of gnomes and wanted a human based metavarient.

Based on human is a better idea than based on a dwarf. Neoteny, impaired body, impaired strength, reach-1 and balance receptor are all fitting. Since they are based on human they already start with 2/7 edge. If you want to give them an extra +1, it fits as well, but give them the Lucky quality for that.
Celerity, Metagenetic Improvement (Reaction) both don't fit. They have big heavy feet, no way they could be fast on them... just normal dwarven movement rate. Also they are agile, not with good reaction... MI Agility fits better.
In addition i would give them perceptive 1 or hawk-eye.

Well the human edge bonus is actually listed as just +1 Edge, I wasn't giving them an additional edge bump, just stating that they get that same one that humans do (edge isn't in the stat block used for the min/max(augmax) in the main book so they just listed it under the special section).
I was aiming for more of a D&D halfling than hobbit styled one. I guess I've always seen them as squirrel like in terms of speed. I thought about Agility, but I didn't really want to turn them into mini-elves.

Well, i don't know D&D and obviously referred to hobbits. The values wouldn't be too different anyway.
But i seriously dislike the reaction bonus. Probably because none of the metatypes/variants get a bonus to it.

I'm playing Hobbits in Shadowrun since SR3
but in my SR World they're not a Metavariant but their own Metarace that cost 25 BP

Sppecial Abilities :
Low Light Vision, +1D for Social Situations (They're concidered cute,Innocent and innocuous )
Move 7/10 average Height 1,00 Meter av. Weight 36 Kilos
They can be found mainly in Tir na Nog, Cal Free and New Zealand
with a Dance in the Shires

Considering that they could resist the ring only, because the ring had nothing to work with. Hobbits are just too weak...

Hobbits only add 2 Statpoints all other Metaraces add 3 Statpoints compared to Humans

I agree that a boost to Willpower makes sense for Hobbits - a start of 3 in AGI is not something I'd go with, that's one hell of an advantage.
