A dwarf parkour athlet sounds fun ;D
If you don't want min-maxing advice I think he is mostly fine for a mundane guy.
If you could find the points for +1 willpower would be great for the extra stun condition track and for resisting mental attacks.

A CAT-burglar named MOUSE is fun, hehe.
You have a lot of specialisations and sure, they are a good bargain but not at character creation. You could drop all of them except Pistols (and maybe Etiquette and Pilot Groundcraft) and use them to raise your BETTER skills or attributes. EDIT: buy your specialisations with your first karma
Also you might reconsider specialising in Tasers. A Semiautomatic Weapon with stick and shock ammo offers the same benefit as a taser but with much more options. If you or your groupe doesn't feel comfortable with stick and shock ammo, use gel rounds for a non lethal attack. Add a silencer to your gun and it is a decent stealth weapon, especially if you choose a light pistol or hold out.
On the gearside I miss some B&E tools like a grapple gun, climbing kit, glasscutter, wire clippers, and so on. Also you might want to own a vehicle, you don't want to carry the stolen home entertainment center home by bus, do you? Get a cheap car, maybe using the used Quality if your GM does allow it.
What is your home ground? Unless you play a gang covering only a block or two it is way too overpriced.

10x for the review.
...raise your BETTER skills or attributes...
As a 300bp character Attributes are already maxed at 150bp, I could switch them around but can't add any more points to them.
As for skills, which would you raise?
I don't view Mouse as an especially social character so etiquette/negotiation is not in character.
He's a pacifist so pistols is out (b.t.w I chose taser because it's legal so he'd have no hassle when he is searched by the police.)
Locksmith could be raised by 1, but other than than all skills applicable to his current profession are maxed out.
As the campaign progresses I might give Mouse a secondary hacker skill set, But other than that....
Also you might want to own a vehicle, you don't want to carry the stolen home entertainment center home by bus, do you? Get a cheap car, maybe using the used Quality if your GM does allow it.
Good point about the vehicle, But this is intentional.
I wanted to play a character who's only assets come from debt and still maintain debt in a reasonable level (i.e. no more than 500ny per month). I see him as either renting his fences beatup van for an extra percentage of the take or boosting (& later returning) a different vehicle for each job.
What is your home ground? Unless you play a gang covering only a block or two it is way too overpriced.
I know it's way overpriced, but it feels right for the character.

I have been plaing a dwarf cat burglar called Raton (spanish for mouse) for a while now ;D. Though he's an adept following rat...

Ok, didn't know about the 300 BP, so no room for improvement here. Maybe you could swap INT and LOG, for me INT feels more suitable for a burglar, but if you plan on getting some more technical skills later on leave it as is.
Raising lockpicking would be the best choice if good old mechanical locks are common within your campaign. If not, raising skills is not very interesting, since you already maxed your most important skills and don't want ot raise social skills. But maybe you want do dump two specialisations for a 2/2 contact driver, especially if you don't have any car. Make him a ganger or a syndicate member so he also serves as a street knowledge source.
-
The way i portray him Willpower 3 and Charisma 2 instead of the other way round might be an option.
Also you don't have Running. While I think burglar wise he doesn't need it as long as he never fucks up, he should have some running skills as a street character.
You could drop some specializations for Running, and get these with your first Karma points.
Also it always feels good, when your first few Karma points get you something worth the effort.
The one other thing I'd try to give him is Shadowing. I think he should be able to scout his targets.
Dropping all your specializations would net you 18 BP. Note they cost only 2 karma once you start playing. That would be about 3 specializations per run, or something like that. Also you could keep etiquette(streets) (or another one) if you think he should have one or two character defining specializations.
18 (or 16) BP would give you Running at 2 and Shadowing at 2 which i both find suitable for his supposed background.
Apart from that I think he's fine and looks fun to play.

With Gymnastics and Climbing at 4 you could just take the whole athletics skill group at 4. Just drop some points in Locksmith.
-
While I know you're not about karma efficiency, I do strongly advise along with the others about getting specializations in play. You're tight on points.
With 8 of the saved points, I'll grab Athletics 4. Usually I don't think you need it that high, but when you're all about the parkour, you should go all out.
Normally I'll suggest grabbing the Stealth group since all of the skills are useful for your character. However, that'll require dropping your infiltration to a 4 and that's sad.
I'm normally against buying Locksmith since you can just buy autopicker (which you did), but I understand why you'll want it.
I will suggest getting more cash. While you want to start poor, he likely didn't take an loan out to afford everything. Also there's a lot of good ware out there. The amount you owe now for In Debt is 750Y a month (5000Y from 5BP in In Debt x 150% is 7500 * 10% is 750Y). For thematic reasons, I'll make your ware costs roughly equal your In Debt since ware is totally what you take debts to get. I'll look for some good cheap ware for you.
