A troll with Max body and near max willpower that's a combat adept. Not many skills but his main weapon is a pole arm that's a rating 2 weapon focus... his disadvantage is using attribute boost for agility and strength.

That doesn't sound too extreme, balance-wise. He's a combat-focused character, that's all, and hardly a glaringly over-optimized one.
I would warn the player if there are any potential problems with the character, though - if your runs involve a lot of legwork and sneaking, you might want to warn him that a character with "not many skills" focused mainly on combat might be bored for much of the time. You might want to warn him about his polearm if you are stringent about security, ubiquitous surveillance, and high security neighborhoods - tell him he won't be able to take it a lot of places, and will get in trouble if caught with it in some areas. Be sure to point out that Drain will wipe him out if he gets those Attribute boosts at higher than rating: 1 or so (which should still be enough to take him to the augmented limit, or close to it). Also remind him that Attribute boost takes a simple action to activate and has a duration of mere combat turns; he will wind up spending his first initiative pass just buffing himself up most of the time. And also point out that he will be at a perpetual, serious disadvantage if he has no ranged skills.

Any character without at least two points in Computer, Data Search, Etiquette, Infiltration, and Perception (plus Dodge and a close combat skill) gets looked at very sternly by me. That said, I give characters at my table each of those for free at rating 2.

Partly because I include Pistols and Thrown Weapons in the list of skills they can get, and they don't offer melee defence options. Partly because you can use Dodge for defence against ranged attacks if you're so inclined. Partly because if you're desperately enthusiastic, you can get two lots of specialisation bonus in a melee full defence. And partly because it never hurts to be able to get out of the way of things.

Dodge + Close Combat aren't always that redudant JustADude... Might be you're thinking of Dodge and Gymnastics if you have a Close Combat skill?
