If you're gonna throw a GD at someone, you generally don't need to stat things out unless it's the climax for your campaign.
But comparing the other greats vs the provided stat block, you need to +5 all the base stats before worrying about optimization.

No, it's not my idea of hitting this guy. I'm having his cronies do that (one of my players was helpful). This guy is the 'Big Bad' behind my campaign. Rather than save a man during the Red Rain event, my team is looking for the person responsible. Better to be a Great Dragon who is responsible than another man (in the Eyes of the MainStream Media, of course).
I'm doing my best to set up a Blofield. If you watched the Bond movies, Bond had to go through layers of S.P.E.C.T.R.E. to get to Blofield; and Blofield ended up killing Bond's wife. A great Dragon is like a Nuclear Weapon. You save him for the last resort, therefore, this GD is like Blofield -- kinda. :)
