I didn't, nor did I get the Encephalon, but it shouldn't be necessary with what I have from skill, program and specialization, and I wouldn't consider it to apply, personally, (at least that's what I'm holding myself to) since Logic attribute doesn't apply to anything matrix related. Basically, I'm holding myself to the school of thought that if I ain't using the attribute, I can't use the stuff like that Math SPU and Encephalon to modify those skills. It may not be exactly by the book, but I figure I might as well hold myself to more restrictive when it comes to those things.
I tend to have more nonlethal options than lethal options on my characters. People are less inclined for you scalp if you leave people alive than dead.but there are those who will come after you as long as they are alive, a small category, but ...

It's fine if some want to use it, but it shouldn't be a requirement. I for one don't trust it to be completely accurate with probabilities, just like I don't trust most other random number generators, and I'd rather not entrust the fate of my character to it as a result.

Sure, Cha+Fake SIN Rating.
Agility + Palming for hidden weapons
Cha + Ettiquette could make the difference if you want to be on their good side, etc.
Generally, if you have a roll and can justify its relevance to helping you, I will be flexible and say yes.
