6000 seems to be really small compared to the other priorities.

It is really small.  You can add up to 20K more by spending karma in step seven.  26,000 total is just enough to get a basic vehicle (probably a motorcycle), a com link, some armor, some goggles/earbuds, and a gun if your build calls for one.  You might sneak in a fake SIN, but it wont be a good one.  Top it off with a month or two of squatter life style (which I always define as just crashing at capsule hotels and eating out of auto-mats and vending machines, not much room to store your stuff but you are hard to find).  Forget augmentation or focuses  at character creation, or any builds such as riggers or deckers that need alot of gear.

It's mostly for low-nuyen builds (magicians without foci, melee adepts): a magician, for example, won't really need imaging devices or a good commlink.

It's correct, yes.

That isn't the same as right though.
6,000 is far, far too little for even the lightest gear of characters. There are things that every character should have and that is nowhere near enough for them.
Hell, every character should have at least 1 Rating 4 Fake SIN and the accompanying Fake Licenses to go with it. That amount of money isn't enough even for the SIN itself.

Prettymuch all the E Priorities are compete shit, and generally the only ones that can be stomached are Metahuman (since you can't get worse than just being human) and MAG/RES, which is by far the best thing when picking priorities for an augmented character--  a free dump stat, so to speak.  E in anything else is crippling to prettymuch anyone.  At least, E in Attributes or Skills will mean you're almost completely incompetent.

Though, E in Resources can be less hurtful by spending your Karma on Nuyen, but it's not really an "option".  You have to do it..  Like A4BG said, you can seriously get next to nothing with that little.  Realistically, a starting character should have a gun, bullets, armor, lifestyle, rating 4 SIN, and some kind of transportation.  I had a player make a magician with E in resources who had to micromanage everything he could just to start with enough money for a whole clip of ammo after the other things he bought, which included no foci.

You could always try asking a high-Resources player to get the stuff you want at chargen (even unbonded foci are possible - only the fake SIN might be tricky). Anyway, the bare-bones setup for a starting Magician would be an R4 Fake SIN with a spellcasting license, some armor, a Lifestyle, and a commlink. If you go with an Armor Jacket, 1 month of Squatter (you'll need at least 1 credstick to store your money on until you get a Low Lifestyle and get access to a bank account) and an R2 commlink (R4 is the secure minimum: at R2 you'll have to turn wireless off whenever possible), that's 10.8k+1k+500+1k = 13.3k, and a lot of stuff to spend nuyen on after your first run (a Low Lifestyle, armor with modifications, general-purpose gear, a scooter... stuff like that). So that's 4 Karma for the barest of minimums. Well, almost: while starting with a lower-grade fake SIN is a bad idea, if you're really desperate, a technomancer (or any character that stays behind on anything except the illegal-activities part) can try starting without one, although you'll have to get a fake SIN quickly.

this is just about the max you can get using resources E + 10 karma; i copy-pasted it from a mage character i've built. it gives you a vehicle, a commlink, audio/visual gear, a lifestyle, a gun, ammo + full armour and a few K for anything else (like the magical lodge)

to be fair, its absolutely fine for chars that don't depend on gear as much (like mages and adepts). if you want foci, then you'll have to acquire them in-game as a progression arc.
you start off with 25karma to spend on whatever, and can always take a negative quality or two to offset the cost of the extra gear.
