Absolutely, but they can't use their living persona at the same time. Some Dronamancers still want to do it, since it means they can direct multiple Machine Sprite Buffed drones at the same time.
For Noise Reduction, you're probably better off using Resonance Channel most of the time. Unfortunately that doesn't do anything for non-distance related penalties, so for Jammers you'll be out of luck until you can pick up some Frensal Fabric duds(R&G)
