Gear costs when purchased legally?

As a frame of reference, sometimes my players are able to purchase restricted (and maybe forbidden) items from someone who is legally acquiring them. Obviously there's typically a markup, but I was wondering whether all the gear listings are the "black market" cost of the items? Or are they the base legal cost (in which case i should mark up over what is already listed)?

For simplicity's sake, I'd go with book price.  Just make sure to note what items are purchased using the character's legit SIN, since that might turn out to be a bad idea down the line.

Just so you are aware, by rules, there is no legal way to own a "forbidden" item. They are generally restricted to corporate, government or military use only.
Where am I going? And why am I in a hand basket ???

you could also assume the book price is the sticker price at Kong-Walmart because the black market stuff is more than likely stolen or used and your friendly black marketeer passes those savings on to you!

I'd consider the price the same either way for your Restricted firearms.  Either you're paying extra to acquire it illegally, or you're paying the same amount to jump through the hoops to legally purchase it. 
Would you want to go into a place where the resident had a drum-fed shotgun and can see in the dark?

Book price is market baseline as far as I'm concerned. I've had GMs charge a percentage of the cost on top from fixers as their profit margin for acquiring it.
Playability > verisimilitude.

This is how I understood it as well. Book price is the price of the item if you got it off the shelf. It's up to the GM to modify it up/down based on the conditions, or just keep it the same.

I always presumed any gear was bought as quietly and safely as possible, then cleaned up.

So the base price is the base for normal gear retail value, after some RFID tags removed.

Anything with an R is probably bought from an overstock vendor that is willing to not check too hard on the license, so that the ballistic data is linked to basically nothing.

Anything F though is probably either stolen or sold by some government agent tweaking the papers and exporting to the black market for kickbacks and the 'retail' price should be presumed to be black market.

The book though kinda presumes that basic items are hard to trace, so if the players ask for anything more or less legit, I'd modify costs from that base assumption. I'd never automatically assume they tried to buy F items 'legit' because that would be pretty much impossible, or tried to buy second hand pre-owned 'only involved in 1 murder!' R items unless they asked. Or had no choice, but I'd let them know ahead of time.
