Matrix Technomancer Question - Target: Device

Good Morning everyone,

me again and another question about Technomancers. Broadly it's me Scratching my head around Threading and how to use it. Mainly, what does "Target: Device" mean?

1. Can I use [Matrix-Attribute]-Increase to increase the stats of my own living persona?

It says "Target: Device". And there are Hosts, Personas and Devices in the Matrix. My living Persona is not a device and therefore, cannot be the target of [Matrix-Attribute]-Increase.
Same with Decreasing a Matrix Attribute. Here again, the target is only a device. And enemy riggers / deckers / Spiders are Personas. The Book clearly states that the device you go online with, combines with your Icon and creates a Persona. This means I shouldn't be able to decrease a Matrix Attribute of another Person. Ergo the example used in the technomancer chapter, where he decreases attributes of a Spider is wrong.

2. Who can I fool with Resonance Veil?
Same Problem as above: "Target: Device".
If I read it correctly, I do not create an Illusion within the Matrix that can be observed by anyone, I fool exactly 1 device into believing something happened. And Device =/= Persona. => I can not use it to make a Person in the Matrix believe something happened. Only a Device like ... a toaster, or camera, or security tag, etc.

3. Can I attack a Persona with Resonance Spike?
Target: Device. => I should not be able to shoot Resonance Spike at an enemy decker / Rigger / Spider / Agent / Sprite / IC since these are all Personas, and not Devices.

If I am right, I honestly don't know what to do with these spells and if I am wrong, I don't know where.

Where am I wrong? How to fix this? Your Ideas?

At first glance, I would think that targeting the device generating a persona is entirely possible, hence the book example. Just my first thought.
Spooky, what do you do this pass? Shoot him with my thunderstruck gauss rifle. (Rolls)  8 hits. Does that blow his head off?
