SR5 Drake Character Rules - feedback requested

I have a player who is looking to play a Drake character. I gather in 4th Ed they were considered a little underpowered if anything, so not too keen to resist, but clearly there are no rules for them in Run Faster.

Do the following rules of thumb sound about right ?

Cost of Drake and Latent Dracomorphosis qualites halved, as most qualities seem to have halved in cost, to 33 Karma and 3 Karma respectively.
Most Dracoform powers are unchanged, but just use the rules in 5th (ie Elemental Attack (Fire), Enhanced Senses (Hearing, Low-light vision, Smell, Thermographic Sense)).
They have Hardened Armor 6 and Mystic Armor 6 (up from 4 in 4th Ed, as Armors mostly seem to be increased by 50% in 5th Ed).
New damage for Claws/Bite: (Str+2)P, AP -1 (up from Str/2+2, AP 0 in 4th Ed. Most seem around this. It's similar to Dzoo-Noo-Qua in both, though no reach penalty for bite due to different shape).
Cost for turning Latent Dracomorphosis into Drake is 60 Karma (difference in cost of the two qualities, x2 as post chargen). I will house rule that they need to have 30 Karma spare before I'd activate it - getting 60 Karma debt 'free' seems extreme.

Everything else looks like it can be like SR4.

Does that seem fair and balanced ? (at least as fair and balanced as in SR4!)
