Consider these three options,

Linguistics(Adept Power)

Through enhanced memory and mimicry, adepts with this power are able to learn new languages after a minimal amount of exposure to it, without spending Karma. To learn a new language, an adept must be exposed to the new language for (12 – Magic Rating) hours, (minimum 1 hour). The adept then makes a Logic + Intuition Test using the Linguistics Table. If successful, the adept gains the language at Rating 1. Further development of the new language requires normal Karma expenditure.

Linguist(Quality)
Nothing impresses an out-of-town Johnson more than negotiating in their native tongue. And knowing when they’re telling their goon squad to kill you is pretty useful too. This quality represents a natural gift for learning and understanding languages. Characters with this quality halve the learning time for a language, and the quality also provides a +1 dice pool modifier to all Language skill tests the character makes. If this quality is purchased at character creation, the player purchases Language skill points at a 2-for-1 rate. After character creation, language skill ranks of 3 or higher receive a 1 Karma cost reduction for each rank.

Given a Magic rating of 6, learning a lvl 1 language from Linguistics would take 6 hours,
Would the learning time boost from the Linquist quality cut that in half to 3 hours of exposure to learn a language?

Also,

Jack of all trades Master of None(Quality)

The character has an incredible aptitude for learning new skills. Unfortunately, the character quickly gets bored and gets turned off when things start getting a little hard. Karma costs are reduced by 1 (to a minimum of 1) for learning skills up to Rating 5. Beyond Rating 5, however, it costs 2 additional points of Karma for each point of skill. This quality does not apply during character creation.

Does the Karma cost reduction from Jack of all trades and Linguist stack for ranks 3-5?

I think Jack of all trades is only for active skills,  not knowledge skills (which languages are)

As a Gm,

If you are willing to invest that much starting resources, just to learn languages. Sure, the training times stack. I wouldn't have an issue with that.

Would Jack of all trades Karma reduction apply?
No.

There is only so far i am willing to "stack" qualities. You already are gaining the ability to learn EVERY FRIKKING LANGUAGE IN THE WORLD for a pittance. (Linguistics Adept power. RE-read it.)

Where am I going? And why am I in a hand basket ???

The Eidetic memory power lets him photo read so he could just spend about ten minutes leafing through a french textbook.  If he needs to learn Sperethial or Or'zets, he'll just go hang out at an elven or trog bar and wallflower for an evening.

Exactly my point.

Normally, you actually have to expend Karma to learn a new language. But thanks to a single ability, basically ALL languages can be earned for free with very little effort.

To then compound that, with what works out through the nastiest interpretation, all language skills at a rank 6, for about 5 karma a language, instead of 21...

Now that may not sound like much, but, shall we say "some people" will then exploit that with a mundane statement of "I spend a week visiting 10 cultural sites and talk to the locals" drop 5 karma a language... and poof.... 10 new skills at 6 for 50 karma. Instead of the 210 it would normally take... on top of the normal 4 to 6 weeks per skill training time...

As a famous Sig says. "Play the game, don't game the game"
(Or something similiar).
