So I've had this idea for awhile for a dwarf sized troll. Not really sure how to go about making this happen though. He would not be a new meta-variant, just a unique case. I'm thinking I'd start with this:

Neotenous characters have halted during development and
retain the physical traits of a child or adolescent (up to a 13-year
old) even though they are legally adults. They are usually quite
short and may have underdeveloped sexual attributes (though
this is not the case with metavariants). Given the absence of certain
traits common to adults (height, body and pubic hair, facial
changes, deeper voice, and so on), they can easily be mistaken for
children or teenagers. Gamemasters may modify certain Social
Tests depending on how an NPC will interact with the character.
People often underestimate children, which may give a neotenous
character an advantage.
The character’s lack of physical development reduces his
default Physical Condition Monitor to 6+ (Body/2, rounded
up) boxes, and may result in social modifiers (see Freaks sidebar,
p. 110).
This does not cover all that would need to be done though. I'm guessing stat wise he would be a mix between dwarf and troll, probably just dwarf. He would still have the troll traits like Dermal Skin, and horns. So I could also start with a dwarf and give him SURGE qualities untill he matches a troll.
The story behind this guy is that he is a big man in a little body. He would be pissed pretty much all the time, always ready to fight at the first "Lil Man" joke, have a barely contained hatred for "real" dwarves, and be constantly refering to himself as a troll. Basically, he would be the ultimate Napoleon Complex. The reason he would be living in the shadows is because he cant hold down a real job. The first time someone makes a comment that he thinks is insulting to his Hieght Handicap, he flys off the hook and starts swinging. He is just one Pissed off lil troll. (But dont tell him that!)
