A GM need never audit - (s)he should have a copy of the character from day dot.

Well, a good GM.

In our group, characters are only allowed to enter play with the 'blessing of the gamemaster' - meaning player and GM meet before the actual run, go through the character together, eliminate mistakes and maybe even perform a small preparation run to align the character for the meeting with the group.
You best sit together with your friend and attempt to fix any rules discrepancies in the character. If this would entirely rip the character apart and render him useless, offer him a glorious hacker death by the hands (fangs? code? whatever?) of bad-ass IC's in your killer node, along with the opportunity to relaunch with a similar character, albeit created according to the rules.

I have dealt with the same problem you are having right now. After every session a player would add a little more to his gear with getting it in game. You can sit him down and explain that you two will fix it and he can rejoin the game, he can not fix it and join when the new session/ adventure/ campaign begins with a new character, or the one my player chose not come back at all. If he chooses the first option work with him and hear why he thought he could pick out the options that did so you can prevent it in the future. Its always hard to deal with a cheater in this game but I have been blessed to only deal with it once.

I don't get that. I mean, okay the guy wants to cheat. The whole "you're only cheating yourself" thing aside. My GMs always asked us for copies of our character sheets. If we added things, well he had a copy. When we updated our sheets, we updated his too. If things didn't jive, well...

I ask for them now. I was new at the time and had only gm a couple of games.

I don't play with people I can't trust. If their cheating made it necessary to keep copies of my player's character sheets, I wouldn't want to play with them.
