People are usually getting fake licenses for their fake SINs, but what if you wanted a fake license for a real SIN on somebody else? Is that possible?

The idea is to put associate TM license with your target's SIN and then point it to bounty hunters.
Same thing for a mage.

It is an interesting question.

Now if you were getting the License for your own Fake SIN that's not a problem you probably have your commlink with the SIN installed right there with you and they can attach it easy peasy.

However to do this for someone else, you would not just need that person's SIN but you would also have to figure a way to attach the license to it.

By this I mean you can't walk down to your local Guido the Fixerand say 'Hey I want a TM licence under this guy's SIN' because Guido may know people who know people who can make something up, but when they go to attach it to the SIN encoding you somehow provided it is going to have to go through a handshake to make it stick.

That is probably going to go flying through the system and pop up a prompt on the original SIN holder saying, 'You have just registered for a license to be a TM-do you want to attach this to your SIN?' at which point he will probably be freaking out and contacting the authorities.

Now if you got someone with some pull in the corp or governing body who issued that person's SIN, they could go in and attach something as they have access to higher admin access.  Hence a corp could burn a wayward employee by tagging his Corp SIN with all sort of fun garbage totally wrecking any respectiability or putting him on someone's most wanted list.

Do you believe in a greater WIRELESS, an Invisible(WiFi) All Seeing(detecting those connected- at least if within 100'), All Knowing(all online data) Presence that we can draw upon for Wisdom(downloads & updates), Strength (wifi boni) and Comfort (porn) or do you turn your back on it  (Go Offline)?

This squarely falks into the realm of "GM fiat".

Currently, a character's interaction to get a SIN and licenses is through a shadow broker. (They even specifically say Characters should NOT be able to forge SINs, due to all the back door connections needed to actually get the Fake SIN into the system).

So, its up to the GM if he would allow this or not.

My advice to a GM?
No. This is opening a can of worms that you probably don't want to wander down, and is probably a landmine laidened path if you do....
Where am I going? And why am I in a hand basket ???

Remember: You can't fix Stupid. But you can beat on it with a 2x4 until it smartens up! Or dies.

This creates an interesting question for me. Remember the movie Hackers, where the protagonists do all kinds of hacking and editing to some of the antagonist's information - giving him warrants and ultimately forging a death certificate for him and putting it in the public record?

How would you do this? Hack the relevant government host and do a lot of Edit actions?

This seems to be similar to what the OP mentioned but my guess is that the SIN registries are lne of if not the most secure pieces of Matrix infrastructure in the world. Your shadow broker creates an ID to which additional info, e.g., licenses can be hung but you need someone inside for the initial SIN to be entered and deemed valid for everything else to be tacked on to it.
Playability > verisimilitude.

agents that make fake purchases so it looks like a legitimate id if you got a fake id but only bought something starting 2076 and your supposed to be 30 years old it would be suspect

garbage in garbage out
This allows a decker to “cross the wires” of a single
device, confusing its input and output commands.
Only a single input can be changed to correspond to a
single output—devices can’t be reprogrammed wholesale
or made to act in a manner outside of their original
design through Garbage In/Garbage Out. For example,
a smartgun-enabled firearm could be reprogrammed
so that every time the fire command is given (through
either pulling the trigger or DNI), the clip—or even the
magazine—ejects

Seriously the most OP thing you can do to someone with a legal SIN going through a security check point as it essentially burns their SIN
