The cost is high, but I'm not sold that it's too high. Mr.Lucky is always a good build when Edge is strong, and Edge is pretty strong right now.
The only thing I don't like about it is, the RiM is kinda a must have for maximum effect. Daredevil will have to do for my builds.

Go Mr.Lucky then do a pistol,  get a beefy cyberarm and some init ware, dump agi and str (2ish), get some good mentals, you can be a little jack of All, maybe pick fireteam, or another of the gun schools. It's a classic build.

I'm dodging as good (or better) as most samurai. Magic 7 is nice for summoning (and the extra die for everything else). With my Edge I can even try to bind F6 spirits. F7 when I get a better lodge. Jack of all trades will make it fairly easy to buy some skills I want to have. (Etiquette, Sneaking, Ritual Magic)
Is 17 dice to much for Air Spirits? I can have 15 in two different spirits. When I'm binding it's nice to already have the extra services though. (Luxury problems is always nice...)

You can easily keep the Sioux mechanics while changing the fluff to an African tribal religion.
