Though I can't find the exact quote at the moment from Neuromancer Molly had her tear ducts re-routed into her mouth so when she cried, which according to her was almost never, she either spat or swallowed.

One of the reasons for tears is to clean the eye, particularly dust.  The electrical field around a cybereye repels dust so there is no need for tears or blinking.

That is total supposition, but if you like it you could rule it.

IMHO you'd probably want to keep the tear ducts.
They would serve to not only keep dust off the eye in the most simple manner that is already engineered to work with your eye socket and eye-lids in the most wonderfully holistic manner but also would lubricate same cybereye within your eye socket.

+ of course you get to retain the human expression of crying, which is helpful to, well feel human.

Presuming that your cyber-eye is the usual --replaces the eyeball, and some nerve connections at the back of it-- no reason for your tear ducts not to work.  They are not part of your eyeball, after all :p 

If your cyber-eyes look like built in sun-glasses or something, that is a different story.

I didn't make up the anti dust feature, I read that someplace.  Probably 3rd ed Man and Machine. I'm just not vested enough to look it up.

Looks like a few folks have said it already... tear ducts are not part of your eyeball, they're part of the holes in your face where your eyes happen to go. It's like saying you got a nose job so you don't need ears anymore. Same vicinity, but not really connected.

So unless you got a complete overhaul of your entire face, then yes your tear ducts would still be intact.

Tear ducts aren't part of your eyeball, but cybereye surgery isn't just about re-purposing an icecream scoop before connecting a metal sphere to the optic nerve. Like cyberlimbs, there's a not insignificant amount of work done to the surrounding area, all the way back to the brain itself.

However if you genuinely want your players/characters able to cry, I do not see why they could not have asked the doc to leave them in place.  Maybe a covert spy-type or a Face with cybereyes might specifically ask for the ducts to be left intact so as to use in the field for crying crocodile tears on demand for dramatic effect.
