Note: I was going to present this in more detail after I had some time to think and work out some numbers but I thought I would post it in response to your info above.
Please pay attention to the fact that I have to really work up the numbers just thought about a formula.
I was thinking about using just strait mass of race multiplied by 20% and then using that figure as a basis for the basic rules. This is to prevent the over prevalence of fat PC's to up there weight allowance (or fat pixies in your post above).
Right off the top of my head for humans I was going to have weight allowance/encumbrance limit be mass*(.2+mod)+quality, but modified if your Body or ST was above/below 3. For above 3 each point of St would give you +2% and body +1%, and if your ST stat was below 3 -4% and ST -2%.
So a human with a body of 1 and ST of 1 would have mass*(.2-.08-.04) = mass* (.08) for weight allowance/encumbrance, and the high of (B=6 ST=6) mass *(.2+.06+.03) = mass * (.29).
But again I need to look at the actual numbers and some real life examples:
Your 70 Kg human with B=6 and ST=6 would have an enc of 20.3 kg (44.75384 pounds) vs the 15 kg (33.0693 pounds) as the book says.
Your 70 Kg human with B=1 and ST=1 would have enc of 6.3 (13.8891 pounds) vs 15 kg of the book.
So for humans where does my formula need to be changed or does it?
IMHO I really need to look at some real world stuff but if you have different move mods (maybe 1st enc level and 4th enc level) based on enc levels the B=3 S=3 person would carry approx (33*4) 132 pound pack and the high would be approx (45*4) 200 lb pack.
I think those numbers might need to be adjusted but I do like the idea of using % mods and Kg's as the base as it seem to work a bit better than using the English system.
Also what cyber and or bio should change the formula for humans?
Also should difference core races have different base numbers? ie dwarves use ave mass*.3, trolls ave mass *.4, pixies ave mass* .1, etc
