Back in the day I had a most awesome physical magician with a fair addiction to shoes. 

Was good fun, and soon spawned beyond that into clothes, a specific spell focus for the makeover spell. Had a column on my character sheet listing all my outfits and armor ratings.

Always smiled when the group asked "Thought you were getting bigger elementals, or learning that spell we needed last run?" And I had spent all my loot on 10 tres chic outfits and painting my bike again...

At least my GM gave my lots of karma for rping it well, as I always needed karma!

while I really like the idea, from a mechanical pov I think you can do better than the corebook quality Addiction. I'm not sure one can get addicted to shoes like drugs.
the male pov for this would be: Mental Handicap, Delusion, Compulsive Disorder
anyways.

Augmentation p.21:

Shoe Addict
Over time, the character
will grow increasingly unhappy with shoes he already has,
especially if they fail him in any significant way. He may suffer mood
swings or sudden outbursts about his inadequacies. The gamemaster
can periodically call for a Willpower + Logic (1) Test, though the
character will suffer a –4 dice pool modifier. If the character fails the
test, he must immediately work to obtain a new pair that is
either newer or more expensive than any previous existing shoes. If the
character cannot afford a new pair, he will beg, borrow,
or steal to get it—even from friends. The gamemaster might also
call for the test whenever the character comes into contact with a
new trend of shoes, such as seeing it in a shop catalog or
witnessing a pair on someone else's feet.

(p. 80, SR4), and acts as a mental addiction.
