heavy duty hydraulics on a sturdy steelframe would do, though then one would look more like a constructionmachine from hell that is jumping around...
though skill is still needed for lifting a car, just grabbing some random spots on the carbody and then lifting results in a shrieking *rrriiip* and some twisted metal in the hands.

Runner: Hah, i gonna beat you up with this car here!
*grabs it and lifts*
Rrrip!
Random Bystander: Hey! Stop ripping pieces out of my car!
