I think you can get better armor, and with only 3 body, it's worth wearing good armor. What's your call on Softweave (the reason not to use it is that some people consider it cheese, and WAR! is often banned).

With a 3 body and 3 strength, you have an 6 armor limit and -3 to encumbrance for either ballistic or impact.  Which you want to give to which depends on how much you value balanced armor ratings versus focusing on ballistic armor (which may or may not be the overwhelming armor used in soak).  Also how much does the man on the street care about FFBA?  Some GMs restrict when you can wear Full Form Fitting Body Armor while others don't care.  Therefore, I'll make 4 outfits, one pro-impact & pro-ballistic and with full FFBA and half FFBA.

Values in () are for the purpose of encumbrance

Outfit 1: Balanced Full FFBA 9/10
Full FFBA 6/2 (3/1) 1600Y
Softweave Chain Shirt 2/7 (2/4) 990Y
Securetech PPP Vitals Protector 1/1 200Y

A lot of those options leave you encumbered or under your max.  With STR 3 softweave, Body 3, and half FFBA, your armor values should be 11/7 (8/7 after half suit FFBA + the three from softweave).  You can add/remove pieces to get those values.  The Securetech PPP line is the best for balancing out armor especially since most armor is ballistics heavy.

Also how does your GM feel about ruthenium ponchos?  It's a handy way to "throw" over to sneak around and looks cool.  However it depends on how much "full body" something has to be. 

In your case, you likely want an "on mission" outfit that's all just about the best for sneaking around, a "street" outfit you can just wear 24/7, and a "fancy" outfit you can wear at parties.  Some of these roles may be covered by the same outfit.

Really it's more about pimping what you got.  Softweave lowers the highest rating, not both.

For example:
Softweave Chameleon Suit + Half FFBA is 5/4 for encumbrance (3/4+2/0).  You can throw on a Securetech PPP Vitals Protector and Shin Guards and be at 6/6 encumbrance and have +1 ballistic and +2 impact.

Softweave Mortimer Greatcoat + Half FFBA is 5/5 for encumbrance (3/5+2/0).  Put on a Vitals Protector and you're good at 6/6 encumbrance and 11/7 armor.

Softweave Steamline Punk Line + Half FFBA is 6/7 for encumbrance (4/7+2/0) and that lowers your agility and reaction by 1.  Unfortunately, due to the way Steampunk is balanced between ballistic and impact, it'll be hard to get to your full value.  There's some tricks you can do to get it to work, but you may want to switch to a different style.

For the Chameleon suit i will be wearing a helmet, so that is covered.
I can just remove the shirt from the steampunk line, and i will be fine sticking with that as it is more for being out on the town than going on runs, and i hope that will be enough armor.
And shinguard and a vitals protector it is for the greatcoat (general street wanderings or situations where wandering around in a chameleon suit would be ill advised).
Other street situations i will probably make due with just the FFBA and the shinguard and vitals protector.
