As far as I can recall Robocop is not fast at all. i.e. no wired reflexes/move by wire.
The whole robocop point is "If you are immune to the other guys weapons you can take your time and kill him". In the first movie as soon as the bad guys got weapons that could hurt him he was shish-kababed.
If you want to recreate this approach. Create a tank.
Ork for high body stat.
Armored cyberbody,legs,arms,head.
and top it off with military grade armor.

I largely agree with the by-appearances thing, but supposedly Robocop is equipped with the fastest reflexes made possibly by modern technology. The idea thus was not simply an impervious slow moving target. However, again, it certainly doesn't come across much on the screen.

This was especially apparent (and embarrassing) as the Japanese cyborg was flipping and cartwheeling all over his ass while Murphy spun in slow circles

Don't forget, the Robocop idea was originally a mega-corp security concept, with SOTA & a prototype (at the time) and was probably intended for military applications. He was to be sent into the roughest & toughest parts of Detroit. You could probably change things around, streamlining your 'borg to a specific role, like pursuit, SWAT, CSI...

If your GM swings for it, you could also get the full limbs, torso, etc as a Full-conversion style Cybersuite for an extra 10% off price and essence.  Then add all the toys and upgrades from there.  And I think you're a lot more likely to get most GMs to go for that over Adapsin (since the books specifically advise against Adapsin at chargen).  Of course, if the GM will swing for both... well, that's going to make your life easier.
