Seriously, though, "Because it would be cool" is a crap excuse. You might as well allow people to turn off gravity, or do other idiotic things. It would be really cool to have a lightsaber and use it to block bullets, but that's not possible in Shadowrun. Star Wars Saga edition? Yeah. Mutants and Masterminds? Sure. Hero System? Of course. Shadowrun? No. Both from the mechanics and the world standpoint, it just cannot happen.

The whole 'summoning programs into the real world' thing sounds cool as part of a superhero game (in fact, I've played a character with similar abilities in a superhero game before), but as part of Shadowrun, it is just a truly godawful idea.

Don't worry about making it make sense in the rules - but do worry about it making sense in the world. And this idea just.... doesn't, honestly, at least not without further explanation and justification. The nanites idea was a good suggestion IMO - something along those lines. If "the Resonance realms are becoming able to manifest in the real world" is a central plot in your game, and exploring that and its implications are storylines, it can be acceptable. Otherwise, it becomes just throwing the rules out for no damn reason.

Aside from why people need to have an opion on the right or wrong of someone else's game being beyond me.

I believe that The Matrix is very much another plane of existance much like the Astral or another metaplane. It has been fully hinted at several times in the system and people have access to it basically by magic. And then there are dual natured creatures and animals that can walk the real world and the matrix naturally. A cat with an persona, that sound so much more logical. It even has its deeper meta planes in the form of resonance realms. I see only a small step to summoning things from The Matrix. Nanites? no, Magic! An AI.

So no, I don't consider this out of bounds. Matter of fact I dont consider anything out of bounds if I feel like it and my players like it too, then fine.

So I would again like to thank everyone who contributed for their ideas because there are some very nice ones in there that I will definitly use.
And everyone who has complaint about it not being in the rules, explainable or well any other complains, fine you don't like it, you think its wrong. Luckily You don't play in my group and I dont care.

All I was saying is that you can, and should, find a way to make this work without harming the internal consistency of the setting.  After all, Resonance isn't Magic - the two are entirely incompatible.

You could even have these things be formed purely out of EM energy, as some sort of hard light phenomena.  And again, by the description of the enemy I strongly suggest you make him Dissonant - creating psychosis within the Technomancer is a property of Dissonance, not Resonance.  Doesn't hurt that it opens new options for his abilities, and let's him have Malware Complex Forms, which are not available to Resonant Technomancers.

Good places for such phenomena are resonance wells. It is quite unexplained part so you can work with them as you please. Materialized Sprites. Also...such event/situation would also affect how magic works there. Imagine powerplant....magic has background couns as hell on such place, but for this kind of phenomena it would be next to paradise... Or Earth magnetic pole and other electromagnetic anomalies

On a conceptual level, you might want to look into a phenomena called the Schumann Resonance - some speculation that it's the source of the SR term, in fact.
