armor stacking question

Can a chameleon suit stack with swat armor. Gaining the ballistic and impact armor from both? Does the chameleon suit still apply the negatives to perception. What armors stack?

 the chameleon suit says it is already an armored suit

If a character is wearing more than one piece of armor at a time, only the highest value (for either Ballistic or Impact) applies. Note that some armor items, like helmets and shields, provide a modifier to the worn armor rating and so do not count as stacked armor.

Too much armor, however, can slow a character down. If either of a character’s armor ratings exceeds his Body x 2, apply a –1 modifier to Agility and Reaction for every 2 points (or fraction thereof ) that his Body x 2 is exceeded. Note that this may affect Initiative as well. If a character is wearing multiple armor items, add their ratings together before comparing to Body.
So for wearing SWAT armor and a Chameleon suit, you would take the B and I rating of whichever one was higher, and use that to defend. However, you would add them together before comparing to BODYx2 for encumbrance. This is different from, say, a Death Mask giving +0B/+1I armor.

Anything that has a +x/+y is stackable, generally. Anything that doesn't, isn't.

There are some exeptions: the form-fitting body suits for one (see in Arsenal).  But there it is specifically stated in the description that it stacks with other armour.

You'd also really struggle to get a chameleon suit on over SWAT armour, it'd have to be under, in which case there's no way it can you give the perception benefit.

I don't know about that...  If you can get a chameleon suit that fits a troll, then I think you could get it to fit over SWAT armor.  It might even look less ridiculous.  Seriously, all these spandex armor ensembles are gag-reflex-inducing.

The spandex armor is good, because you can throw normal clothes over it to escape passive detection, and then shed the extra layers when it is time to go to work.

Is there something preventing the use of Ruthenium Polymer coating on the SWAT armour to avoid the whole issue of the chameleon suit? It does the same thing as the suit and it is basically a coating you can add to any armour. Hell, get the colour changing mod from Attitude and just have it play camo patterns for where ever you are for a -2 bonus at a cost of 175¥. You can add that to just about anything as well.
There is no need to try to stack those 2 pieces of armour unless you are trying for some super high armour value, and by RAW you can't do that anyway.
