@Gustovness: you will be able to find shops/vendors for cheap, mass-produced clothing (good for a few days, then you have to discard it) and foodstuff with lots of soy in it, even a few vending machines.
@all: Touristville is not really the barrens. Its far from the organized downtown or even most parts of say, Tacoma, but it still has some order and law on the streets. It is true that most vending machines will contain stuff not worth stealing, and even this way, will be robbed time and again.
As for law enforcement services, I mainly use the security rating system described in SR 2050 p. 14, which has the following categories:
AAA luxury lifestyle neighborhoods
AA high lifestyle neighborhoods
A middle lifestyle neighborhoods, residential and business zones
B middle lifestyle neighborhoods, industrial zones
C low lifestyle neighborhoods, residential and business zones
D low lifestyle neighborhoods, industrial zones
E slums filled with squatters, very low lifestyle neighborhoods
Z barrens
Touristville is a mixed C/E area. Other parts of Redmond directly neighboring different districts are usually E, but only for a few blocks in, to provide a safety buffer for those districts. Most of Redmond is the real Barrens, strictly rated Z.
