you can cast spells through the window, as long as you can see the guys.  No need to open it.  It's in fact a often used tactic of security mages, to have a network of optic cables in a facility and then using mage goggles attached to that netwerk to cast spells.  The enemy can't see you as you are casting through pinhole sized optic cable endings.  :)

EDIT: I'll delay my action for now.  How are they armed?

-etiquette (default): intuition 4 - default 1 =3 (3d6.hits(5)=1)
-gang related: the only one I have is criminal (seattle maffia).  I'm not sure if it's applicable, but here it is.
intuition 4 + criminal 2 =6 (6d6.hits(5)=3)
-if those gangers have a prostitution network, maybe I know them that way:
intuition 4 + prostitution network 2 =6 (6d6.hits(5)=3)

@Farothel: no additional info from the skill tests. You notice the handle of a huge pistol showing under one troll’s half-open jacket, and a shotgun on the side of another bike. Any more information would take an Observe in Detail action to gain.

@Csjarrat: if there is a next time, please wait for me to tell the modifiers for the start-of-round vehicle test. It is not just a simple test, there are several conditions to factor in, which all depend on the remaining actions of the round. This time, I will use the roll you made, then take dice away from the end of the test, letting you decide if you want to spend Edge after that.

I'll do an observe in detail then with my second IP (the first was to control the bike) and I can do that instead of the delay or just after Joel, it doesn't really matter.  I just want to see how they are armed and if possible, what mods on the bikes.  Since my dicepool for hearing and seeing is the same (I have enhancers on eyes and ears at the same rating), I'll just roll once.

intuition 4 + perception 3 + enhancer 2 =9 (9d6.hits(5)=4)

I did. Power bolt is a physical spell and would affect it. I was aiming for the tire rather than the bike itself so I figured the object resistance would be at 2 rather than 6+.

I don't think there would be such a big difference between the bike as a whole and the tire. Also, i'm not really sure you can simply hit the tire, conceptionally, it is not a separate object. As an analogy, you can't aim for the arm if you shoot a powerbolt at a person, because it comes from the inside.
Still, if we assume, that with some difficulty, you can hit the tire separately, i would say it requires some extra effort on your part (like a called shot, -4 dice), and would say that the threshold is not less than half of what it is for the whole.

Except that wouldn't a tire be counted as a low-tech object rather the the immense complexity of a full vehicle? You might be right about direct spells not being able to be targeted to specific parts though since it's not exactly a ranged attack.

And yes I thought there might be an extra penalty for a called shot on the tire, which is why I brought it up earlier.
