There's been a fair bit going on since then, but it's usually only mentioned as a small blurb here and there. Much like the "rampant racism" was mostly from bureaucrats who've since lost their jobs once it was proven they were responsible for it. The CSA is working on a submersible fleet which can partially counter the Corporate Court's advantage in holding the orbitals. Thor Shots are great for ground and surface targets, not so much if you're submerged, though.
Let's not forget, their EPA is used as a blunt instrument for the rest of their intelligence services to get access to extraterritorial land within the CSA.
Interesting you mention naval power. The CSA got Norfolk in the breakup of America, which is (or at least was at the time) the largest naval base in the world, the location of two shipyards (one civilian at Newport News, one Military) and the largest year round ice free port on the East Coast. At one point I was working on a Shadowrun campaign for the Hampton Roads area, but alas it never came to pass, still, there are alot of interesting real world elements in the area that would make for interesting game opportunities.
Had a similar idea. Though when I gave it some serious thought, I realized a couple things.
1) There is no way that the Army, Navy, Air Force or Marines(who all have bases in the area) are going to be happy with any extraterritorial entity around.
2) All four branches have military hardware.
3) Shaddowrunners love military hardware.
4) Shadowrunners are completely deniable, and are willing to be paid in a mixture of weapons and cash.
5) ERLA is probably loving watching the military and shadowrunners do their job for them.
