I have an idea for a character that has a smuggling compartment between his shoulder blades that can open to deploy a BASE parachute.

Unlike 4th edition, 5th edition has plenty of aircrafts that are player accessible at character creation.  Dropping your team onto the roof from a Tilt Wing Boeing craft is plausible if the rigger takes Resources A.  Heck, even a covert ops character can afford a one man stealth ultralight plane

Right now, you can use the Free Fall skill to rapidly rappel down a rope line, which works for the Tilt Wing VTOL but not the ultralight powered glider, and it still requires you to be rather close to the target building instead of dropping from way above via chute.
