Generally yes.  And having two gyromounts simply results each canceling the other.  Imagine, if you will, a situation in which a person has a very heavy, very mobile rocking horse attached to one hip.  Now put a duplicate of that rocking horse on the other hip.  Try walking.

Gross stupidity is its own reward.

If he whines, go get Aliens.  Cut to the scene where the two heavy gunners are doing their armature-exercises on the ship pre-drop, making sure the gear still works.  Ask him if he really thinks he can dodge, even a little bit, while wearing not one but two of those suckers.  Laugh with amusement if he says he does - then smack him with the phone book and tell him to learn.

Dual-wielding LMGs means it's pure spray-and-pray - suppression fire is the very best you can hope for, and even that is going to be heavily penalized, because of what everyone else is talking about.  If he wants to wear two gyromounts, well - inform him you're going to use the 'sitting duck' rule, RG6, Run & Gun p.110.  Because he's basically restraining himself, and a couple guys with pistols just became deadly to him ...

fist off unless your going crazy you have the damage the range and accuracy already set up for light medum heavy after that make it look any way you want
now if you trying to go  complete custom custom e you have to  balance the stats of the weapon often you  have to have strength to off set the  power . if its a pistol you need short barrel to hide long barrel for accuracy it takes more power to throw bullet farther if its small bullet will go further with same powder if you want to hit harder with same powder it will go shorter.
this would be a lot of mini-maxing it is easier to just pick a weapon could you like and hand GM and say can I have this gun look like this  picture and call it a day
and for fun we had a player that did a custom gun used barrel 50 call rounds in a revolver ist only help 3 rounds and kicked like a mule
he could hardly hit anything but when he did it did not get up. give the guy points for style
escalation = if the sleeping dragon does not see you, you will live a lot longer. mini-maxi moment  the nasty's weapon in the world can be a 15d pistol but if you cant hit you can kill accuracy is king
